About this file
This is a Memorandum for File documenting a synopsis waiver for federal procurement solicitation SPRTA1-26-Q-1555 (PR 24-01555) issued by the Defense Logistics Agency Weapons Support at Oklahoma City, located at Tinker Air Force Base, Oklahoma. The memorandum, dated May 13, 2026, is signed by Logan M. Hurtz, Contract Specialist.
The acquisition qualifies for a synopsis waiver under Federal Acquisition Regulation (FAR) 5.202(a)(13) based on three criteria: the contract action is not expected to exceed the simplified acquisition threshold, the complete solicitation package will be made available through the Government Point of Entry (GPE), and offerors will be permitted to respond electronically via email. The memorandum cites 41 USC Section 426's definition of electronic commerce to justify the waiver. The solicitation will be conducted as a Request for Proposal (RFP) through Contract Opportunities, allowing for electronic submission of responses. No specific products or services, response deadlines, award dates, or pricing information are provided in this administrative document.

MEMORANDUM FOR FILE
SUBJECT: Synopsis Waiver
Exception is taken to this requirement solicitation SPRTA1-26-Q-1555 for PR 24-01555 of the synopsis publicizing IAW with FAR 5.202(a)(13), exception:
(i) Is for an amount not expected to exceed the simplified acquisition threshold.
(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.
(iii) Permits the public to respond to the solicitation electronically.
Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.
Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
