About this file

This is a Memorandum for File documenting a synopsis waiver for a Defense Logistics Agency (DLA) Aviation solicitation. The memorandum, dated May 13, 2026, exempts solicitation SPRTA1-26-Q-0336 for PR 24-00866 from the requirement to publish a synopsis in accordance with FAR 5.202(a)(13).

The waiver is justified based on three criteria: the acquisition value does not exceed the simplified acquisition threshold, the solicitation will be made available through Contract Opportunities (the Government Point of Entry), and offerors will be permitted to respond electronically via email. The memorandum cites 41 USC sec. 426's definition of electronic commerce to support the determination that synopsis publication is not required when the complete solicitation package is accessible through the GPE and electronic response capability is available. The document is signed by Kevin Allen, representing DLA Aviation at Oklahoma City, Acquisition Oversight and Business Analysis (AOBA), on May 13, 2026.

MEMORANDUM FOR FILE

SUBJECT: Synopsis Waiver

Exception is taken to this requirement solicitation SPRTA1-26-Q-0336 for PR 24-00866 of the synopsis publicizing IAW with FAR 5.202(a)(13), exception:

(i) Is for an amount not expected to exceed the simplified acquisition threshold.

(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.

(iii) Permits the public to respond to the solicitation electronically.

Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.

Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
