About this file

This document is a question and answer (Q&A) regarding Request for Proposals (RFP) 24-00009 issued by the Washington Department of Fish and Wildlife (WDFW) for the development of ecosystem-based Beaver Management Guidelines. The RFP seeks a contractor to provide project management, science, and management synthesis, as well as technical and decision support to produce the guidelines. The RFP states that WDFW has budgeted an amount not to exceed $150,000 through June 30, 2025 for this work. Bidders are allowed to present cost options that indicate alternative and/or enhanced project components while providing a total cost and clear deliverables as described in the RFP. WDFW will evaluate bids for best value and provide a 3% bid preference to any bidder who certifies that mandatory individual arbitration or collective action waiver is not a condition of employment.

The Q&A clarifies that the $150,000 budget is the maximum amount, and any bids less than $150,000 will not receive additional points for supplier diversity. WDFW also confirms that cost options can be presented to enhance the intended deliverables, as long as the main objective is met. The bid preference for not requiring mandatory arbitration or collective action waivers is not a scored element but rather a review to ensure the vendor's certification.

RFP 24-00009

April 8, 2024

The Quesons and Answers include all vendor quesons received by April 4, 2024.

Thank you for your interest in this project. We look forward to receiving your bid proposal.

On page 4, the Supplier Diversity Statement suggests the esmate to be $150,000 or more and the Scope of work states, "WDFW has budgeted an amount not to exceed $150,000 through June 30, 2025, for this work."

Please clarify if this means that work could potenally carry on aer June 30, 2025 if a higher than $150,000 amount is bid or if these are inconsistent statements.

Would any change in the esmated amount affect the Small Business or Veteran-Owned Business preference?

WDFW esmates the value to be at least $150,000. However, cost will not exceed the

$150,000 amount. We realize this is a close call, so would rather err on the side of cauon. If all bid proposals are less than $150,000 then no addional points for Supplier Diversity will be awarded.

Would it be reasonable to present some cost opons that might enhance the intended deliverable?

In other words, the deliverable can be met in some fundamental ways but would it be considered unresponsive to give WDFW some alternave and/or enhanced components for deliverables? That is, showing a cost esmate for the main objecve, but provide alternave opons on how that deliverable can be presented with oponal cost esmate for those modules?

It is reasonable to present cost opons that might indicate alternave and/or enhanced project components while providing a total cost and clear deliverables as described in the

RFP.

Exhibit C states that WDFW will evaluate bids for best value and provide a bid preference in the amount of 3% to any bidder who cerfies that mandatory individual arbitraon or collecve acon waiver is not a condion of employment. Can you provide more detail on how this bid preference will be scored during the review.

This secon is not scored, rather WDFW does a review to assess whether the vendor cerfies it does not require its employees to sign an arbitraon clause. All vendors making this cerficaon will receive the 3% bid preference.
