About this file
This document is an Addendum to Request for Proposals (RFP) No. 23STC006 issued by the California Air Resources Board (CARB) for a "Building Readiness Assessment for Installing Zero-Emission Equipment and Appliances in California's Nonresidential Buildings." The addendum provides questions and answers, along with revisions to the key action dates for the RFP. The objective of this contract is to assess the ratio of California's nonresidential building stock that is technically ready by 2030 to 2050 to install zero-emission equipment and appliances, and to identify strategies needed to make buildings ready. The RFP is open to interested parties, and the revised proposal submission deadline is March 19, 2024, at 3:00 p.m. Pacific. The anticipated contract start date is May 15, 2024.
The addendum also clarifies that EV charging should not be considered in this analysis, as there are separate efforts underway to assess needs for EV charging infrastructure. CARB has provided guidance on the expected data sources, including Core Logic, Dunn and Bradstreet, the 2023 Integrated Energy Policy Report, the 2018-2022 Commercial End Use Survey, and the Construction Industry Research Board data. Additionally, all members of the proposal team, including subcontractors, are required to sign a Conflict of Interest and Confidentiality statement.

RFP 23STC006 Questions and Answers
Question #1: Will CARB consider an extension of the proposal deadline? Request is made for extension to March 19, 2024, 3 pm Pacific.
Answer #1:
Yes, CARB will allow for an extension of the proposal deadline. All other key actions and deadlines will remain the same for the RFP.
Question #2: Should EV charging be considered as one of the "electrification readiness" criteria, or should it be assumed to be integral to all building loads as a baseline, or can be neglected/considered separate loads from the other building systems, etc.? What is intended approach?
Answer #2:
EV charging should not be considered in this analysis. There are separate efforts underway at the state level to assess needs for EV charging infrastructure.
Question #3: Are there specific data sources that CARB expect to be referenced and can provide for this scope of work?
Answer #3:
CARB expects that Core Logic, Dunn and Bradstreet, 2023 Integrated Energy Policy Report (IEPR), 2018-2022 Commercial End Use Survey (CEUS), and Construction Industry Research Board (CIRB) data are some examples of data sources that could be referenced for this analytical work. The National Renewable Energy Laboratory’s ComStock Analysis Tool could also be a data source and potential modeling tool that may be of use to complete the assessment. IEPR, CEUS, and ComStock are publicly available. CARB cannot provide access to Core Logic data. There may be an opportunity to authorize contractor access to Dunn and Bradstreet data, however, we cannot verify data access until after a contract is in place.
Question #4: Is it expected that all members of the proposal team, including proposer, proposer's employees or officers who will be involved in the performance of this Agreement, subcontractors, and subcontractor's employees or officers who will be involved in the performance of this Agreement, agree to Attachment 14 via signature?
Answer #4:
Yes, all members of the proposal team need to sign and submit a Conflict of Interest and Confidentiality statement, which should be submitted as part of the proposal.
Question #5: Is it necessary for Proposers to submit a Commercially Useful Function (CUF) form for bidders certified as MB, SB, NVSA, and/or DVBE? If so, can CARB please provide it?
Answer #5:
Yes, please click CUF Evaluation and Determination Worksheet from this link:
