About this file

This document contains Questions and Answers related to a federal contract opportunity for a study on increasing pumped storage optimization and transfer capability for the Southeastern Power Administration (SEPA), a component of the Department of Energy.

The key details are:

  • SEPA is interested in increasing the pump/generation capacity ratio at their Carters and Richard B. Russell pumped storage facilities from the current 50% to up to 100% by converting conventional generation units to be pump-capable.
  • The study will involve transmission system modeling to analyze the impacts of increasing the pumped storage capacity in 10-30% increments.
  • Specific geographic coordinates are provided for the Richard B. Russell switchyard, but not for the Duke Carolinas switchyard which is the potential transmission interconnection point in western North Carolina.
  • Drawings of the Richard B. Russell switchyard will be made available to the successful bidder.

Questions/Answers: related to Southeastern Power GDO-Study for Pumped Storage Optimization & Increased Transfer Capability

1. Study 2 (Pumped Storage Hydropower Optimization) requires transmission system modeling of the impacts of increasing the capacity of the pumped storage facility. How many iterations of the studies will we have to run (i.e.

what increases to PS capacity 10%/20%/30%/etc.)?

• The pump/gen capacity ratio is currently 50% at each project (Carters and Russell). Thus, the interest is in the feasibility of converting the 2 conventional units at Carters and 4 conventional units at Russell to pump-capable units so that the pump/gen capacity ratio at each project is up to 100%. I believe the load increase iterations for Carters would include a 50% and 100% load increase and Russell would be 25%, 50%, 75% and 100%, respectively but am open to optional approaches.

2. Are drawings of the Richard B Russell switchyard available?

• Not publicly, but can be made available to the successful bidder.

3. Can we get the geographic location (lat/lon) of both Richard B Russell and the Duke Carolinas switchyard for transmission connection?

• RBR switchyard is located at approximately 34oN01’27”, 82oW35’48”;

• We do not have a specific Duke Carolinas switchyard identified, but are generally looking to serve load in the area of western NC. For example, if there is sufficient transfer capability to the western NC area from a switchyard between RBR and western NC, the terminus of the line may not need to be in western NC.
