Description:
This is not a solicitation, request for quote, or proposal. No contract or purchase order will be awarded from this notice. Military Sealift Command has a requirement for the O&M of the USNS GUAM. The Contractor shall operate and maintain the vessel to support the assigned missions. The vessel shall be operated in a professional manner and maintained in a good operable condition, and shall be mission-ready at all times (excluding scheduled maintenance, repair and overhaul periods). The Contractor shall operate the vessel and related systems and equipment in accordance with all relevant laws, terms of this contract, United States Coast Guard (USCG) and American Bureau of Shipping (ABS) rules and regulations that would apply as if it is owned by a non-government entity, which includes, but is not limited to, maintaining a valid USCG Certificate of Inspection and ABS Classifications (including all statutory certificates) at all times. This contract requires the Contractor to possess and maintain a SECRET facilities clearance and to employ personnel with SECRET security clearances.

The contract will include FAR Clause 52.217-8 -- Option to Extend Services.
The estimated issue date for this solicitation is on or about 5 July 2023 with an estimated closing date of 18 August 2023. Upon issuance, the solicitation and supporting documentation will be posted in the Solicitation module at the Procurement Integrated Enterprise Environment (PIEE) and will be found on PIEE and on sam.gov under solicitation number N32205-23-R-4119. Proposals shall be submitted in the PIEE Solicitation module. Contractors interested in submitting offers will need to be registered in PIEE and must have the Proposal Manager role. All responsible sources may submit a proposal which shall be considered by the agency. All respondents must provide a Unique Entity Identifier number (UEI) and Commercial and Government Entity (CAGE) Code. The appropriate NAICS Code is 483111. There are no responses due based on this pre-solicitation notice and the Government is not obligated to and will not pay for any information received for this notice.
