Pricing in matrix should reflect a daily rate which will then be calculated by Contracting Office as daily rate x 2 = monthly rate, then monthly rate x 12 for annual rate. Pricing is to be set as a one time price per year. No rate changes from outside of the defined Contract Year below will be accepted.
Example:
Year 1 quoted at $50.00 per hour, x 8 = $400.00 per day, X 2 = $800.00 per month X 12 = $9,600.00 for year 1. If Award is made on 1 August 2023 that rate will be effective from 1 August 2023 to 31 July 2024. The rate change accepted will be in Year 2 beginning on 1 August 2024 and so on.

SITE VISIT INSTRUCTIONS
The Government has a requirement for repair services to the Heavy-Weight Shipboard Shock Floating Shock Platform (FSP) at the Lake Glendora Test Facility. The existing FSP onboard Lake Glendora Test Facility is currently in operable condition. However, fleet required shock testing necessitates potential reoccurring damage to attachments and fixtures on the FSP.
This requirement is to establish routine maintenance and repairs to FSP components and designate “on-call” emergency repairs as needed. Due to the high volume of Shock Testing, it is imperative that emergency repairs be completed in a timely manner (within 24 hours of a resulting delivery order). All work shall be done in accordance with the Statement of Work.
The Government acknowledges the current Technical Data Package (TDP) / requirements documents are insufficient to provide a clear picture of the requirement in order for vendor to provide a responsive quote and thus will be allowing a onetime comprehensive site visit for interested and potential vendors.
The event will be held on Wednesday, 29 March 2023 from 9 a.m. EST to 3 p.m. EST and will take place at the Lake Glendora Test Facility, 2588 East County Road 300N, Sullivan, IN 47882.
The site visit will consist of:
- Technical Walkthrough
- Collection of required technical data (such as details of fixtures on the FSP, etc.) for performance of maintenance
- Question and Answer Session
All vendors will be allowed to participate in a technical walkthrough and collect data for performance of maintenance including but not limited to FSP’s dimensions and maintenance locations, etc. This will be conducted by groups with NSWC Crane LGTF personnel leading the walkthrough. No questions will be answered during the walkthrough. Once all walkthroughs are complete, a Q&A session will be held for ALL vendors in attendance.
This is for transparency purposes and will be strictly adhered to.
On-site visit requests: Interested vendor(s) that wish to participate in the onetime comprehensive onsite visit on 29 March 2023 from 9:00 AM EST to 3:00 PM EST, must submit their RSVP to the Points of Contact (POC’s) provided below No Later Than (NLT) 23 March 2023 – 12:00 p.m. EST. Late requests to attend this event will not be considered.
If interested in attending the event on 29 March 2023 please RSVP to the below POCs:
- Shelby Craig @ shelby.j.craig.civ@us.navy.mil / 812-381-7284
- Andrew Ficklin @ andrew.b.ficklin.civ@us.navy.mil / 812-381-3258
- Becky Helton @ rebecca.l.helton4.civ@us.navy.mil / 812-381-7206
Once your request is received, you will receive a confirmation email from one of the above POCs. If you have not received a response within 24 hours, please email and phone as Government emails can be delayed due to security and other issues. If confirmation by phone is received, the Government will send an email to the address vendors provided in the call regardless for verification purposes. A log with emails will be kept for documentation.
IT IS THE RESPONSIBILITY OF THE VENDOR TO ENSURE YOU RECEIVE A CONFIRMATION FOR
RSVP.
ANY VENDORS WHO SHOW UP TO THE EVENT ON 29 MARCH 2023 THAT CANNOT EITHER
PRODUCE THE RSVP EMAIL OR IS NOT CONFIRMED VIA THE GOVERNMENT’S LOG WILL NOT BE
PERMITTED TO TAKE PART.
Due to capacity, the Government is limiting the number of vendor personnel to attend to two (2) POCs only. Please ensure to list the POC names in your RSVP email.
Vendors are responsible for furnishing any items necessary to record any outcomes of this event. The Government WILL NOT publicize any questions or answers and thus attendance is necessary to receive the outcomes of the Q&A and retaining the record is the cognizance of the vendors who attend.
The site visit WILL NOT be rescheduled to a later date or postponed.
Timeframe, official schedule and other admin notes will be emailed to all participants after the RSVP period has ended and before the date of the event. This will all be dependent on the number of participants received. The event will start at 9 a.m. EST regardless.
This event is considered part of the Government’s TDP / Requirements Documents and thus only vendors who have attended will be considered “responsive” in a technical approach response. Vendors who submit a quote, whose attendance at this even cannot be verified, will not be considered responsive and not evaluated for technical acceptance. Vendors who submit a quote and cannot be verified that their quote was formulated utilizing a vendor that was in attendance, will not be considered “responsive” nor reviewed for technical acceptance under the technical approach criteria. Proof of attendance will be required with the submittal, what the proof consists of will be provided to the vendors who attended no less than 24 hours after the event.

(a) The Government requires delivery to be made according to the following schedule:

OF CONTRACT
CLIN 0001 and CLIN 0002 1 LOT Service to start day of award
The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.

CLIN 0001 and CLIN 0002 1 LOT
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
