SCOPE OF WORK

Heat Straightening and Concrete Repair Lock and Dam 4

US Army Corps of Engineers, St Paul District

1. General Description:

Lock and Dam 4 (referred as LD4) sustained minor damage during a tow allision in May 2022. A small section of the dam bridge handrailing (and supporting members) as well as concrete along the upstream river-wall requires repair/replacement. The Contractor shall provide all plant, labor and materials to complete heat-straightening of the handrail support members. The locations to be repaired are called out in the attached scope of work, including attached photographs and marked up drawings. The damaged handrailing sections will need to be replaced by the Contractor. These parts and supplies will be furnished by the government.

Approximately, 50 square feet of concrete that was damaged along the upstream river-wall will need to be repaired by the Contractor. See Figures 5 and 6 within the attached Photo Appendix and As-Built Drawings for more information.

Bidders are encouraged to visit the site prior to bidding in accordance with 52.236-27, Site Visit.

2. General Requirements:

Personnel completing the heat-straightening, must have minimum of five years of experience on heat-straightening projects.

Prior to starting the work, documentation must be provided from the Contractor the work experience, including dates of projects, location, bridge/structure owner, number and types of members straightened and duration of projects. Personnel experience must be approved by the government before work can commence.

3. Construction Schedule:

Notice to Proceed will be given in accordance with Clause 52.211-10. Pre-construction activities shall start within of 15 days after Notice to Proceed. Pre-construction activities are defined as, but not limited to: any work conducted off-site such as the construction submittals. All on site work shall be completed between contract award and July 1, 2023. The Contractor shall notify the government of the start date of on-site work at least 72 hours beforehand.

Work hours shall be between the hours of 8:00 A.M. and 3:00 P.M. CST Monday thru Friday, except on Government holidays.

4. Submittals:

Government approval is required for submittals with a "G" designation, submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. All preconstruction submittals must be received and approved by the Government before commencement of physical work on site. The Government will review and return submittal comments back to the contractor within 14 days. The following submittals are required:

PRECONSTRUCTION SUBMITTALS

6. General Concrete Requirements

a. The Repair Method.

The concrete repair is for a partial replacement with conventional concrete to the original as-built condition. The repair methods are as follows: Remove the delaminated areas to sound concrete, install anchors, prepare the concrete substrate, install, and erect the formwork, replace with a concrete that closely matches the properties of the concrete substrate, and properly cure the repaired area.

b. Demolition Prior to the concrete removal, all miscellaneous steel, corner armoring and hand railing shall be removed and stored to prevent damage. Removal methods include but are not limited to: hydro blasting, saw cutting and hammering (15 lbs. max). All cracked, delaminated, and unsound concrete along the vertical surface shall be removed to the limits identified within Figures 5 and 6 below. The removed boundaries shall be into sound concrete, with straight and square cut lines at a minimum depth of 4 inches. The unsound and delaminated horizontal vertical surfaces shall be removed to sound concrete and roughen to ¼ inch amplitude.

c. Installation of Anchors After the unsound concrete has been completely removed, install ½ inch diameter galvanized mechanical anchors at 12 inches on center within the repair area. Install the anchors with a minimum embedment depth of 3 ½ inches and a minimum concrete clear cover of 2 inches.

d. Formwork It is acceptable to use either steel or plywood to form the vertical surfaces. Prior to installation formwork surfaces must be properly oiled. The forms shall be properly attached, structurally supported, and mortar tight to each vertical surface being formed.

e. Final Pre-Placement Inspection Surfaces to receive concrete shall be clean, damp, and free from snow, frost, ice, mud, loose particles, foreign matter, and water. Cleaning methods include, but not limited to sand blasting, pressure washing, or vacuuming.

Forms shall be in place, cleaned, coated, and adequately supported. Care shall be taken to determine that all installed anchors and reinforcing steel (if required) are cleaned, firmly tied, and securely fastened in place. Transporting and conveying equipment shall be in-place, ready for use, clean, and free of hardened concrete and foreign material.

Equipment for consolidating concrete shall be at the placing site and in proper working order. Equipment and material for curing and for protecting concrete from weather or mechanical damage shall be at the placing site, in proper working condition and in sufficient amount for the entire placement.

Before placement of concrete, care shall be taken to determine that all embedded items are firmly and securely fastened in place as indicated on the drawings. Conduit and other embedded items shall be clean and free of oil and other foreign matter such as loose coatings or rust, paint, and scale. The embedding of wood in concrete will be permitted only when specifically authorized or directed. Voids in sleeves, inserts, and anchor slots shall be filled temporarily with readily removable materials to prevent the entry of concrete into voids.

The existing concrete surface against which the new concrete is to be cast shall be kept continuously wet with potable water for not less than 12 hours immediately prior to concrete placement. Free water shall be removed prior to placement of concrete.

The maximum water-cementitious ratio will be determined by the weight equivalency method as described in ACI 211.1 (cement plus pozzolan, and or silica fume). This w/cm ratio may cause higher strengths than required. The cementitious material content shall be a minimum of 500 and a maximum of 620 pounds per cubic yard. Materials shall meet the requirements of the respective publications and other data specified below.

i. SLUMP FLOW:

For SCC (self-consolidating concrete) the slump flow of concrete is identified as the flow of concrete as measured by the Slump Flow Test. The slump flow should be between 27 and 33 inches, with a visual rating of static stability equal to zero or one as determined by the Visual Stability Index (VSI) as described in ASTM C 1611 and its appendix.

The Viscosity-modifying admixture shall be a commercial formulation specially developed for producing concrete with enhanced viscosity controlling properties that when used with a high-range water reducing admixture will produce a self-compacting concrete.

g. Cold Weather Requirements.

Concrete shall not be placed without an approved Cold Weather Plan submittal when the concrete is likely to be subjected to freezing temperatures before the expiration of the curing period. Heating of the mixing water or aggregates will be required to regulate the concrete-placing temperatures. The placing temperature of the concrete shall be as recommended in ACI 306R, Table 5.1, with the temperature of the concrete measured in accordance with ASTM C 1064.
