STATEMENT OF WORK

NCTS HR Det Cutler Main Engine Alarm Annunciator Replacement

1.0 INTRODUCTION: Det Cutler operates a VLF FSBS transmitter site.

2.0 BACKGROUND: The power plant at Det Cutler has a requirement for replacement of obsolete annunciator panels as installed on the 1972 vintage Cooper-Bessemer LSVB-16 engine control panels. The existing Panalarm 51B and 94CA panels are operational, but no longer supported by the OEM. Spare parts are no longer available and the panels must be operational to support the mission.

3.0 SCOPE OF WORK:

3.1 The contractor shall investigate the application, verify the option package stated here as a direct replacement for the legacy Panalarm panels and acquire 4 new Ametek 90B-PC-4H-6W-INTB-1E-23-IMC-AS-RR-C-D-TP-NR-RLY annunciator panels, and while working on one engine at a time, remove the legacy panel and install and wire the new annunciator. (2 of the existing panels are powered by 120 vac. Det Cutler electricians will work with the contractor to convert these 2 engine control cabinets to 125 VDC operation, so that all four engines will be the same.) The contractor shall complete and test each installation prior to moving to the next engine, so that not more than one engine at a time is out of service.

3.2 Location of Performance – All main engines are permanently installed in B103 at 175 Ridge Road, Cutler, Maine 04626

3.3 Proposed Period of Performance – TBD

3.4 The performance shall be within the hours of 0630-1600 M-F and OT hours will not be approved without mitigating circumstances identified.

3.5 The metric for successful completion of the contract requirement includes demonstrating that the new equipment functions as designed from each of the 125 vdc active inputs, and that the outputs operate the existing shutdowns, lamps, and audible alerts as did the original design. Refer to attachment 1 for the schematic diagram of the system. The contractor must supply as-built drawings and OEM maintenance manuals for each of the installed annunciators.

3.6 Government Furnished Material – No government furnished equipment or materials will be provided.

3.7 Contractor Furnished Material – The contractor will supply the four Ametek 90B panels as specified.

5.4 Conditions Found:

Condition Found Report shall identify the conditions with a statement identifying the discrepancy along with a full price quote of required additional service. No additional service shall take place prior to Contracting Officer approval.
