It is located 40 miles from the Twin Cities outside the town of Red Wing, MN.
The contractor shall provide all labor, scheduling, management/supervision, tools, equipment, supplies, travel, vehicles, fuel, and any fuel charges/surcharges necessary to ensure the Lock and Dam 3 entrance road is plowed and/or sanded/salted in a manner that will maintain a safe and accessible road for U.S. Army Corps of Engineers (USACE) employees and the public. All work performed by the contractor shall be performed in accordance with all applicable Federal and State laws, regulations, codes, instructions, and commercial practices. All work materials and services not expressly called for in the scope of work or shown on the attachment, but which are necessary for completion of the contract requirements shall be performed and furnished by the contractor at no increase in cost to the Government.
C-1.2. Services. The contractor shall furnish snow plowing and/or sanding/salting services to the road leading to the Lock and Dam main entrance, as well as a small turnaround in front of the main gate to Lock and Dam 3 (see attachment of map and highlighted area to be serviced). Services shall be performed in a manner that will maintain a satisfactory and safe environment for the public and Lock employees during periods of snow and ice.
C-1.2.1 Snow and Ice Removal Services Overview. The road requiring snow removal, sanding/salt is noted on the attached map. The road is Lock and Dam Rd, an extension of the same road where Wokanade road ends in Welch MN. The road is approximately 1.5 miles long from the Lock and Dam sign (where Wokanade Road ends) to the main gate to Lock and Dam 3. The road shall be free of snow, snow drifts and snow piles to allow safe passage for vehicles and gate entry. The road shall be maintained at a minimum of 24 feet in width. This includes BOTH snow removal and sanding/salting services.
Weather and moisture conditions will vary week to week. Frequencies and timing of snow and ice removal will fluctuate. Blowing and drifting snow may also occur during the winter. The Contractor shall be responsible to monitor weather conditions and respond accordingly to complete these services. It is expected that the contractor will utilize their knowledge, skills, and abilities to plan work around weather forecasts and moisture conditions.
On average, the road is plowed/sanded between 10-20 times a season.
C-1.2.2. Frequency. SAND/SALT – ICE / ICY CONDITIONS: Contractor shall sand/salt the 1.5 mile section on the road going from where Lock and Dam Rd begins up to the Lock and Dam vehicle access gate (VAG). In the event of an ice storm or freezing rain, no plowing will be required. However, sanding and salting services are required to reduce hazards due to freezing rain and sleet.
a. SNOW REMOVAL AND SANDING/SALTING SERVICES: Contractor shall remove the snow and ice by plowing in order to produce and maintain safe passage of vehicles. The Contractor shall apply sand and salt to the road in order to maintain safe driving conditions.
C-1.2.3. Time-Frame/Time Limitations.
