Part I: General Information:
Steamtown NHS, located in Scranton, PA, has approximately 100,000 visitors annually and several visitors use areas. The Park normally offers mainline and short in-park excursions of various length for the visitor so they can see, feel, and smell what railroading was like back in the early 1900’s and how this great country of ours was built from coast to coast by the railroads.
Introduction:
The #1901 was built by the Electromotive Corporation (EMC) in 1939 which predates some of the steam locomotives in the Steamtown collection. There are times when switching movements of railroad cars are performed within the park and to use the #1901 for this would be authentic to the steam era for this type of operation. The restoration of this historic antique locomotive will provide the visitor with a good example of first-generation diesel locomotives that were present during the steam locomotive era. The #1901 is small which would provide greater fuel and maintenance economy when switching compared to the 16-cylinder diesel locomotive that is currently used for main line excursions and switching operations. The large cab windows and low hood allow for a large field of vision which makes switching cars in the park easier and safer.
Background:
The #1901 was originally a demonstration locomotive that was offered new to the Atlantic Coast Line railroad (ACL). It was determined that the locomotive was too small for the intended use and was sold to the Richmond Terminal Railroad. After that is was sold to various small railroads and finally ended up at the Monroeton Shippers Lifeline Railroad in Towanda, PA. and #26 in Lehigh Valley Railroad colors. The #1901 was donated to Steamtown by the owner of the railroad through a local chapter of the National Railroad Historical Society for use as a small switching locomotive from the steam locomotive era. The locomotive is mostly original and many of the components are worn out and not compliant with current safety standards.
Objectives:
Rehabilitation of Locomotive #1901 for in service use at Steamtown National Historic Site.
Basic Description:
The #1901 is an SW-1 class, diesel electric switching locomotive that was built to handle small trains at low speeds. The main engine is a V-6 configuration driving a 600-volt DC generator providing the electricity to turn 4 DC traction motors, 1 on each axle of the two power trucks. The locomotive weighs 196,000 pounds and has a pulling capacity of 44,000 pounds.
Part II: Work Requirements
Locomotive Transport
The locomotive shall be transported to and from the contractor’s place of performance to perform the entire rehabilitation.
Tasks:
Prepare locomotive for transport in desired mode of contractor Contractor shall supply all cranes and lifting equipment to load and unload locomotive at Steamtown NHS and at the contractor’s facility.
Contractor shall provide all transportation permits and pay all shipping costs Return-ship locomotive to Steamtown after the entire rehabilitation has been performed and accepted by Steamtown NHS Contracting Officer’s Representative (COR)
The Government will not be responsible for shipping fines or violations.
Locomotive Evaluation
The locomotive is mostly original and requires a full evaluation to determine the current condition and which components need to be rehabilitated or replaced.
Tasks:
Evaluate entire locomotive and systems Determine condition of all components Develop a workplan for rehabilitation Consult with Steamtown NHS for workplan approval
Note: Steamtown NHS to provide 4 (four) replacement wheels, axle, gear, roller bearing assemblies at no extra charge to the contractor.
Locomotive Rehabilitation
The locomotive is mostly original and requires a full rehabilitation and upgrade of all safety, electrical, and mechanical systems to provide a fully operational and dependable unit that is usable on the FRA general railroad system. This includes updating all systems with modern parts that are readily available through EMD locomotive parts suppliers.
Tasks:
