About this file

This document is an Invitation to Bid (ITB) issued by the Connecticut Department of Administrative Services (DAS) for Solicitation #23PSX0035, seeking multiple contractors to provide landscaping and snow plowing services across all Connecticut counties. The solicitation aims to establish a contract available to all state client agencies, with each agency developing unique Statements of Work tailored to their specific service requirements. The bid period runs from September 12, 2023, to November 9, 2023, with a non-mandatory Microsoft Teams meeting scheduled for November 1, 2023, at two time slots (8:30 AM and 3:30 PM). Contractors will be evaluated based on pricing, conformity to specifications, past performance, financial responsibility, delivery terms, administrative costs, and life-cycle costs.

The contract will have payment terms of Net 45 days, with an expedited Net 25 days for DAS-certified small businesses. The state offers preferences for community rehabilitation programs, micro-businesses, and veteran-owned micro-businesses. Contractors must provide three business references, comply with OSHA regulations, standard wage rates, and provide representations regarding consulting agreements, campaign contributions, and nondiscrimination policies. The solicitation includes mandatory extension provisions to political subdivisions, towns, municipalities, schools, and not-for-profit organizations. The state is exempt from federal and state excise, transportation, and sales taxes, and reserves the right to seek additional discounts or contract separately for large quantity requirements. While no specific total contract value is stated, the broad scope suggests a potentially significant procurement opportunity for qualified vendors across Connecticut.

Samples:

12. The quality of accepted bid samples does not supersede the specifications for quality in the ITB solicitation unless the sample is superior in quality. All deliveries shall have at least the same quality as the accepted bid sample.

Page:11

Samples are furnished free of charge. Respondents must indicate if their return is desired, which

DAS shall do or cause to be provided that they are returned at respondent’s sole cost and expense, FOB respondent’s destination, and that they have not been made useless by testing. If they are made useless by testing, the State may dispose of the samples as it deems to be appropriate.

Samples may be held for comparison with deliveries.

Award:

13. Award of a contract will be made to the lowest responsible qualified respondent and shall be based on quality of the deliverables to be supplied, their conformance with specifications, delivery terms, price, administrative costs, past performance, and financial responsibility.

DAS may reject any respondent in default of any prior contract or guilty of misrepresentation or any respondent with a member of its firm in default or guilty of misrepresentation.

DAS may correct inaccurate awards resulting from clerical or administrative errors.

Respondents have 10 days after notice of award of the Contract to refuse acceptance. After 10 days the Contract will be binding on the Contractor. If the Contractor rejects the award within the 10 day period, DAS will award the Contract to the next lowest responsible qualified respondent.

Such representation shall include the following information for each consulting agreement listed: the name of the consultant, the consultant's firm, the basic terms of the consulting agreement, a brief description of the services provided, and an indication as to whether the consultant is a former state employee or public official. If the consultant is a former State employee or public official, such representation shall indicate his or her former agency and the date such employment terminated.

14. (c) If a contactor refuses to agree to the representations required under subsections (a) and (b) of Section 4a-81 of the Connecticut General Statutes, then the state agency shall not award the contract to such contractor and shall award the contract to the next highest ranked contractor or seek new ITB responses.

15. (e) Any respondent that does not agree to the representations required under Section 4-252 of the Connecticut General Statutes shall be rejected and the state agency or quasi-public agency shall award the contract to the next lowest responsible qualified bidder or seek new bids.
