About this file
This document is an Addendum to a Request for Proposals (RFP) issued by the California Air Resources Board (CARB) for the Zero Emission Equipment Roadshow. The RFP seeks experienced and qualified contractors to provide demonstrations of zero-emission lawn and garden equipment to landscaping organizations in California. The Roadshow will be used to increase awareness of commercial-grade zero-emission equipment and the feasibility of a full transition to zero-emission lawn and garden tools. The RFP has a proposal due date of April 9, 2024 by 3:00 PM and the contract will cover an unspecified term. This Addendum provides clarification on the proposal due date, as well as answers to questions regarding the types of eligible equipment, eligible organizations to host the Roadshow, and the timeline flexibility for demonstrations.
The RFP does not provide details on pricing terms, set-asides, incumbents, funding requirements or sources. It focuses on the scope of work for the contractor to operate the Zero Emission Equipment Roadshow and gather feedback from participating organizations to inform CARB's regulations and incentive programs. The contract will be awarded to a single contractor to execute the full scope of work.

Questions and Answers
Question #1:
Could you please confirm the exact deadline for bid submission? There seems to be a discrepancy between the due date mentioned on CalProcure (08/05/2024 15:00 PDT) and the information provided in the solicitation, with different dates on the first page (April 25, 2025, no later than 3:00 P.M) and the fifth page (04/09/24 3:00 P.M).
Answer #1:
The final date for proposal submissions/receipt by CARB is 04/09/2024. An addendum to correct this will be posted. Caleprocure states 05/08/2024 for event close date and this date is correct. This date is the date that the notice of intent to award will be posted.
Question #2:
Could you tell me if zero emission items like these would be useful to demonstrate at the Roadshow?
https://www.volvoce.com/united-states/en-us/products/electric-machines/ https://portable-electric.com/voltstack-power-stations/voltstack-5k-power-station/ https://portable-electric.com/voltstack-power-stations/voltstack-30k-level-2-mobile-e-charger/
Answer #2:
https://www.volvoce.com/united-states/en-us/products/electric-machines/ These are construction equipment, and the Zero-Emission Equipment (ZEE) Roadshow is focused on landscaping equipment that is comparable to small off-road engines or equipment (SORE) rated at or below 25 horsepower.
https://portable-electric.com/voltstack-power-stations/voltstack-5k-power-station/ Portable generators comparable to SORE equipment would be desirable to demonstrate in the ZEE Roadshow trailer, provided there is space available for an adequate selection of brands.
https://portable-electric.com/voltstack-power-stations/voltstack-30k-level-2-mobile-e-charger/ This unit on a trailer would present ZEE Roadshow trailer space challenges. See EXHIBIT A SCOPE OF WORK, Section O. Equipment List for the types of professional landscaping and gardening equipment currently found on the trailer.

Question #3:
Are golf courses public and private eligible to receive the ZEE Roadshow Trailer?
Answer #3:
The Contractor may request to have the Roadshow visit an Organization, such as a golf course with ten (10) or more landscaping crew members. EXHIBIT A SCOPE OF WORK, Section C. Outreach details the criteria that must be met when selecting locations for the ZEE Roadshow. CARB cannot pre-approve any Organization for a ZEE Roadshow loan.
Question #4:
Are private landscape maintenance companies eligible to receive the ZEE Roadshow Trailer?
Answer #4:
See response for question 3.
Question #5:
Are non-profits organizations eligible to receive the ZEE Roadshow Trailer? For example, can a non-profit host the trailer and allow multiple same gardener businesses to test tools?
Answer #5:
See response for question 3. This scenario may not meet the envisioned intent of this contract.
Question #6:
For large institutions with multiple branches and departments, can the ZEE Roadshow Trailer be tested by the different branches or departments that are under the same institutions? The same question for the large private landscape maintenance companies.
Answer #6:
See response for question 3 and EXHIBIT A SCOPE OF WORK, Section G.
Demonstration. The Contractor must leave the equipment with an Organization for a period not shorter than 14 business days and not longer than 19 business days.
Question #7:
How to account for bad weather and holidays on the master schedule?
Answer #7:
EXHIBIT A SCOPE OF WORK, Section G. Demonstration states that the equipment should be left with each Organization no less than 14 and up to 19 business days. The Contractor is responsible for meeting the terms of the contract.
Question #8:
What is the testing timeline flexibilities outside of the testing window that is listed in the
RFP?
Answer #8:
The testing timeline flexibility is found in EXHIBIT A SCOPE OF WORK, Section G.
Demonstration where the contract states that the equipment should be left with each Organization no less than 14 and up to 19 business days. It is preferred that the Trailer be taken from one Organization to the next Organization in the Schedule Segment on the same day. However, if the Contractor is unable to schedule this, the Contactor must safely and securely store the Trailer until the next Organization in the Schedule Segment is ready to receive the Trailer.
Question #9:
Once tasks are approved and completed is it okay to invoice or do we need additional approval?
Answer #9:
Once a task is completed, the Contractor must notify CARB. Once CARB approves the Task in writing, then the invoice may be submitted to CARB Accounting. Please refer to EXHIBIT A SCOPE OF WORK, Section N. Tasks and EXHIBIT B BUDGET DETAIL AND PAYMENT PROVISIONS for more details.
Question #10:
Can CARB create some additional timeline to repair the electrical function and maintenance of the ZEE Roadshow Trailer?
Answer #10:
See response to question 8. The Contractor may have equipment repaired at any time and is responsible for ensuring the trailer and equipment are repaired in a timely manner.
Question #11:
Regarding “A work plan schedule format” For example:
Task 1 needs to be completed before June 15th prior to contract execution? (Confirming) Task 2 time line will be June 15th to August 1st ? (Confirming) Task 3 time line will be June 15th to August 14th ? (Confirming)
Answer #11:
Task 1 starts the day of contract execution. The Contractor shall provide CARB Project Manager submission of the names of three (3) Organizations for approval by CARB Staff no later than 30 days upon contract execution. Task 2 must be completed within 45 days of the contract execution. Task 3 must be completed within 60 days of the contract execution.
Please refer to section c. Work Plan and Work Schedule under III. PROPOSAL REQUIREMENTS (TECHNICAL) and EXHIBIT A SCOPE OF WORK, Section N. Tasks for additional information.
