About this file
This document is a justification for a sole source contract award. The Missile Defense Agency requires Chemicals Incorporated to receive, repurpose, and process Inhibited Red Fuming Nitric Acid currently in storage. Chemicals Incorporated is uniquely qualified as the only company with the certified equipment, experienced personnel, and specialized skills needed to safely handle the liquid propellant according to regulations. A Request for Information was published from October 5th to 20th, 2022, and Chemicals Incorporated was the only respondent determined capable of meeting requirements. Additional market research found no other contractors able to perform the work. A Request for Proposal will be issued to Chemicals Incorporated to ensure a fair and reasonable price, with a full evaluation of the resulting proposal.

Chemicals Incorporated was the only company to respond to the RFI and the evaluation of their response showed that they have the capability to meet TCL’s requirement.
Additional market research was performed through checking the GSA Advantage website and collaborating with RTC SM on sources known to them. No capable contractors were found on GSA Advantage. RTC indicated Chemicals Incorporated was the potential source they were aware of for repurposing and recycling of IRFNA.
