Bidder Questions
1. What is the estimated number of fingerprints to be completed each year? The Scope of
Services mentions 32,075 applicants were printed in 2023; however, the Cost/Bid Sheet estimates 11,318 applicants per year. We are seeking clarification on the estimated yearly volume.
CDI Response: The Department anticipates the vendor who is awarded this contract may receive up to 11,318 California license applicants who are required to be fingerprinted or more depending on the location of the vendor’s live scan locations.
As stated on page 3 of the IFB# 23ALSB-727C, states, “In 2023, an average of 32,075 California resident applicants were fingerprinted at DOJ authorized vendor locations in California.”
Depending on the vendor’s live scan locations, California resident applicants will have the option to go to one of the vendor’s live scan locations, instead of going to another DOJ authorized fingerprint vendor. As previously stated, the estimated count of 11,318 California resident applicants could be higher depending on the vendor’s office locations throughout California.
2. Does the estimated yearly volume include any hard card submissions from applicants outside of California? If yes, is there an estimated volume for hard card submissions that will need to be processed?
CDI Response: No.
3. Please clarify whether the required fingerprint reports are to be submitted to the California Department of Insurance each day or by close-of-business on the next business day?
The invitation for bid mentions both, so we are seeking clarification.
CDI Response: A listing of all fingerprint impressions completed each day for California resident applicants are to be sent to the Department “via email to CDILICFingerprint@insurance.ca.gov (e-mail attachment) on a secured internet link no later than close-of-business on the next business day after the fingerprints have been taken.”
