About this file
This is an addendum to FAR 52.212-2 establishing evaluation criteria for a catering solicitation issued by the Department of the Army National Guard for annual training meals. The evaluation will be conducted on two factors: price and technical capability. Price evaluation will assess whether proposed prices are fair and reasonable for the commercial meal services, with award made to the lowest-priced technically acceptable quote. All line items must be priced in accordance with the solicitation, and prices must be determined reasonable and balanced.
Technical capability evaluation requires quoters to demonstrate they can successfully meet the complete meal plan by providing written confirmation of compliance with all dietary, menu, and service requirements. Quoters must submit a valid state or local health department license or permit confirming use of a certified commercial or industrial kitchen for all food preparation, and proof of current food safety certification such as ServSafe Food Protection Manager Certification for the primary food service manager or head chef. Additionally, quoters must provide a detailed narrative describing the insulated transport equipment and temperature control procedures to be used for maintaining safe food-holding temperatures during transport and delivery to 19 Austin Cate Drive, Center Strafford, NH. Quotes receiving an "Unacceptable" rating will be those failing to meet meal plan requirements, lacking proper kitchen certifications or health permits, missing required food safety certifications, or failing to define adequate temperature maintenance procedures during transport and delivery.

Addendum to 52.212-2 Addendum Evaluation Criteria:
(a) Price: The Government will evaluate the price of all technically acceptable quotes. The price evaluation will determine if the proposed prices are fair and reasonable for commercial services. The total evaluated price will be the sum of all priced line items. Award will be made to the technically acceptable quote with the lowest evaluated price.
1. All line items are priced IAW the solicitation.
2. Prices are determined to be reasonable and balanced.
(b) Technical Capability: The Government will evaluate each quoter's technical submission to determine if the proposed commercial services meet the minimum requirements outlined in the solicitation. The quote must demonstrate a clear understanding of the requirements and provide sufficient detail for the Government to determine technical compliance. The Government will assign a rating of either "Acceptable" or "Unacceptable."
1. Acceptable:
i. The quote demonstrates the ability to successfully meet the meal plan. To achieve an acceptable rating, the quoter must provide a response confirming compliance with every dietary, menu, and service requirement listed in the scope.
ii. Facility & Health Code Compliance: The quoter provides a copy of a valid state or local health department license or permit demonstrating the use of a certified commercial/industrial kitchen for all food preparation.
iii. Food Safety Certifications: The quoter provides proof of valid, current food safety certification (e.g., ServSafe Food Protection Manager Certification or equivalent) for the primary food service manager or head chef.
iv. Safe Transport & Temperature Control: A narrative detailing the equipment (e.g., insulated carriers) and procedures used to maintain proper, safe food-holding temperatures (hot and cold) during transport to and delivery at 19 Austin Cate Drive, Center Strafford.
2. Unacceptable:
i. The quote fails to meet one or more of the meal plan requirements, or the quoter fails to provide sufficient detail to validate compliance.
ii. The quoter fails to provide a valid commercial/industrial kitchen license/permit or attempts to utilize an uncertified residential kitchen.
iii. The quoter fails to provide the required food safety management certifications.
iv. The quoter fails to define a clear and safe method for maintaining food temperatures during transport and delivery.
