About this file

This document is a set of questions and answers related to Invitation to Bid No. 23/24-017 for Road Mowing services issued by the Suwannee River Water Management District in Florida. The services requested include general road and parking area mowing with tree removal on District lands throughout the Suwannee River Water Management District's area of responsibility. The expected start date is October 1st, and the selected firm must provide all services as indicated in the scope of work. The district previously had separate contracts for this work, with costs ranging from $43.65 to $85.00 per mile in 2022.

The document addresses several key details, including invoicing requirements, availability of detailed maps, information on previous contracts, the impact of hunting season on service areas, and the ability to use subcontractors. It also confirms that there will be no payment for any areas that cannot be mowed due to factors like flooding. The district will provide the selected contractor with an ArcGIS-based navigation application to assist with the work.

INVITATION TO BID

NO. 23/24-017

ROAD MOWING

QUESTIONS AND ANSWERS

1. On page 8, Invoicing and Payment section, the email address for invoices is incorrect.

The correct address is AccountsPayable@srwmd.org.

2. Do you have any maps that are more detailed than the ones posted on the map.mysuwanneeriver.com ?

The interactive maps located on the Districts website display road types and most District tract locations. If additional maps are desired, a specific records request can be made.

3. I understand that this work was previously broken up into other contracts, and this is the first time this contract is in effect, but do you have any information on previous contracts that pertain to this work? Perhaps a breakdown of costs?

The current contracts combine dispersed recreation maintenance with road mowing. In 2022, contract one was awarded at public roads $48.25 per mile, secondary, administrative, and abandoned roads $43.65 per mile. In 2022, contractor two was awarded at, $85.00 per mile for all road types.

4. Since the expected start date is October 1, will there be an extension of the third cycle to accommodate the late start?

This depends on the budget and efficiency of chosen contractor to perform assigned work.

5. So if there are areas that cannot be cut due to flooding ect. We do not get paid for that work, correct?

No payment is rendered for services not performed.

6. What was the name of the app we would be using on our smartphone for navigation?

The application is an Arc-GIS application called Collector. It will be provided to the contractor awarded the contract.

7. Will there be any “no cuts” in areas due to hunting season?

The District has one tract with minimal restrictions during hunting season, the Holton Creek Tract. All other tracts will not be affected.

8. If so, do you have a schedule for the hunting closures.

Scheduled closures for the Holton Creek Tract will be supplied to the contractor awarded the contract.

9. Would a 1099 employee be permitted?

Yes, subcontractors must follow all insurance requirements and scope of work as detailed in the bid.

10. Would we be able to bring a camper to a site for men to bunk in overnite?

The District does not maintain RV parking sites at most tracts. Local RV parks are available throughout the area.
