About this file

This is an addendum to RFP #2312 issued by Kenosha County for Managed Print Maintenance services, dated June 29, 2023. The addendum clarifies evaluation criteria and submission requirements, specifying that Tab identifiers E through H should be included for the Replacement Plan Proposal, Exceptions, Reference Accounts, and Vendor Forms sections. The County seeks to award a single vendor for managed print maintenance services, though temporary overlap with current leases may occur during transition. The County currently operates approximately 80 percent networked printing devices and 20 percent local assets across multiple locations, including a downtown facility, Human Services building, and other satellite offices with varying levels of on-site IT presence. The current vendor is Gordon Flesch, and the County has expressed openness to various service delivery models including flat-rate pricing options in addition to traditional cost-per-click (CPC) arrangements.

Key infrastructure and operational details clarified in the addendum include the County's use of Printer Logic as its managed print solution platform, Windows Server 2016 or newer server environments, and centralized helpdesk ticketing systems for service call tracking. The County currently uses PIN-based authentication for secure print release and is receptive to alternative authentication methods and expanded secure print capabilities across all capable devices. Aftermarket toner and parts are acceptable provided they meet or exceed OEM specifications without compromising performance or print quality. The County does not currently have a recycling program for supplies but seeks a simplified, user-friendly recycling process as part of the service offering. Vendors are required to submit both CPC pricing and flat-rate options with total cost calculations as attachments to their cost proposals.

Q1. Is there a budget to replace any/all machines?

A. The County budgets each year to replace machines. We do not plan a total replacement. Only those machines that need to be replaced due to age.

A. The intent is to award one vendor for the Managed Print

Q3. Would you be willing to clarify the difference between “Business Plan” and

“Replacement Plan Proposal” in the Evaluation Criteria chart?

A. The points associated with the “Business Plan” will be assigned to the response to Tab D Business Plan in the table included in Section 11.5. The points associated with the “Replacement Plan Proposal” will be associated with the response to Tab E in the table (as revised per above).

Q4. On page 4 it states “Original Equipment Manufacturer unless guaranteed from defects”. Would you be able to clarify this statement. Is OEM toner required for all devices?

A. “Aftermarket” toner and/or parts are acceptable as long as they meet or exceed OEM specifications and do not cause a negative impact on performance or print quality.
