STATEMENT OF WORK
Short Title: Revision of Area Contingency Plans for Sector Mobile with a Geographic Information System (GIS) Database for Oil and Hazardous Substance Emergency Response, and Web Server Maintenance for three years.
1. References: Hard copy and electronic ACP.
2. Security requirements: Personnel associated with this project are not required to have a security clearance.
3. Task Order Management Designations: The COTR for this project is CWO Jimmy Cruz, Sector Mobile, Phone (251) 441-6008
4. Description of Work:
4.1 Task A - Revision of Area Contingency Plan (ACP)
4.1.1 The contractor shall create a fully digital representation of Sector Mobile’s ACP on DVD that are completely interactive and use hyperlinks and buttons to maneuver throughout the plan. It will include interactive maps for exploring and querying the geographical data.
4.1.2 The contractor shall convert the ACP into digital format utilizing Adobe’s Portable Document Format (PDF), a flexible, cross-platform file format that accurately displays and preserves fonts, page layouts, and other graphical elements and, using HTML, design a website to integrate plan elements into a coherent user-friendly interface. The resultant digital files will contain a variety of tools and features to allow for adding interactive elements such as hyperlinks, forms, and buttons to the documents, as well as letting users view, search, and enhance the documents easily and quickly.
4.1.3 The contractor shall create a functional product by converting ACP Word files into PDF using Adobe Acrobat. Contractor will perform address matching and other geo-coding using Arc/Info, ArcView, or other suitable geocoding tools. Contractor will identify all areas that need to be hyperlinked; make the links, create the framework using HTML or other internet browser based technologies, and develop the ACP to be web based.
4.2 Task B – Plan Integration with a Geographic Information System (GIS) Database for Oil and Hazardous Substance Emergency Response
4.2.1 The contractor will geo-code ACP data and load into ArcReader and ArcView 10.x project files, which will give users the ability to view the data on simple maps including interactive maps for exploring and querying the geographical data.
4.2.2 The contractor will convert paper maps into digital form so that the user can visualize, explore, and perform simple queries on geographically referenced information. This product will be accomplished primarily through ArcReader/ArcView 10.x. It will display the locations of features such as sensitive habitat areas or response trailers, and link these features to a database containing the attribute information that describes what those features represent. Sensitive Areas and Area Resources will become interactive maps hyperlinked to corresponding text files and database generated reports. All data points depicted on the maps will have tables associated with them that will contain the pertinent data related to that point, or be linked to a file containing the associated data. Each “area map” will be linked to the corresponding assessment page represented as a PDF “report” file. In addition to the layers already displayed in the paper ACP maps, the contractor, at a minimum, shall include the following FWRI GIS layers: bathymetry, seagrass, Oil Spill Sensitive Areas, Response Equipment Staging Areas, mangrove/marsh, ESI shoreline (polygon and line), and scanned NOAA nautical charts. All the data will be qualified by hyperlinked Federal Geographic Data Committee standard metadata.
4.2.3 The contractor will design the digital ACP to support a web based GIS model to enhance the accessibility of each plan.
4.3 Task C - Digital Coastal ACP and GIS Database Web Server Maintenance
The contractor shall maintain the server during development of both the web based digitized ACP and the supporting GIS database. The web server will be maintained and products updated during the development and up to three years after the final production of the DVD.
4.4 Task D - Training
The contractor shall conduct a training session on the use of the DVD and website for spill response.

· A print copy of the ACP
9. Contracting Requirements:
The draft DVD will be reviewed by D8 and Sector Mobile prior to making any copies; after acceptance, additional copies will be made.
10. Acceptance Plan:
All work to be performed will be accepted by the designated COTR; CWO Jimmy Cruz.
11. Budget Narrative The ACP end product should contain Geographic Response Plan updates, sensitive areas, booming strategies, Tidal Inlet Protection Strategies, Collection Points, staging areas and other critical layers to provide for a fully functional Area Contingency Plan. Five workshops will be held, three in Florida, one in Alabama and one in Mississippi. Additionally four training sessions will be held at three locations in three states.
