Attachment 2 RFI Notice 23-10262022
HUD Multifamily Energy and Water Benchmarking Questions and Answers
Q1 In Section 1.4 Description of Services, it says " Conduct energy and water benchmarking on behalf of property owners and agents (POAs) for approximately 40% of the Multifamily assisted portfolio (~585,200 units or ~9,380 properties) using EPA’s Energy Star Portfolio Manager platform." Does this mean benchmarking will be conducted for 40% of the ~9,380 properties (~3,750 properties), or is the ~9,380 properties number 40% of the whole portfolio?
A1 The latter – ~9,380 properties is approximately 40% of MFH’s assisted portfolio.
Q2 Can you confirm that only qualified small businesses should respond to the RFI or should other firms respond as well?
A2 We have not made any determination that it is exclusive to small businesses.
This is for market research so we would not be opposed to allowing a vendor to submit a capability statement.
Q3 Could you provide additional information on exactly what HUD is looking for in the Rough Order of Magnitude (ROM)?
A3 By ROM, we’re looking for a general estimate of the requirement's level of effort and cost.
Q4 Is there a maximum length for responses to HUD’s RFI on Energy and Water
Benchmarking (Notice ID: 23-10262022)? Is there a preferred length?
A4 Per the notice, no.
