About this file
This Addendum 1 document modifies the original specifications for the County of Kenosha's Public Safety Building North Employee Washroom Remodel project, issued on April 10, 2023. The addendum provides clarifications and corrections to the original bid documents through a series of questions and answers addressing contractor concerns. Bids are due Tuesday, April 18, 2023 by 3:00 PM Local Time to the County of Kenosha Purchasing Division, Director Matthew Fleming at 1010 56th Street, Kenosha, WI 53140, where bids will be opened publicly. The project encompasses remodeling the North employee Men's and Women's washrooms at the Public Safety Building located at 1000 55th Street, Kenosha, WI 53140, and includes work on finishes, ceiling systems, plumbing modifications, fire alarm and suppression system modifications, and flooring materials.
Key project clarifications include the confirmation that general contractors and sub-contractors are responsible for all required city permit fees. The County has elected to maintain the design as shown in the bid set drawings regarding hot water return requirements under IECC standards, allowing alterations to existing systems without full compliance. Specified materials include VARIETEX by Crane Composites for FRP wall paneling with Inpro Palladium panel system as an acceptable substitution, and Catwalk II 7268 walk-off mats by J&J Flooring with specific construction requirements. Acoustical ceiling heights are clarified as 8'-0" in men's and women's restrooms and 8'-7" in the corridor. The general contractor is responsible for relocating and rewiring fire alarm devices impacted by demolition and replacing fire suppression heads with new concealed heads. Dumpster placement for demolition work is permitted outside the North door of vestibule 1909 in the parking lot space to the North, subject to coordination with the County.

QUESTIONS AND ANSWERS
1. Who will be responsible for permit fees?
a. General contractors and sub-contractors will be responsible for all required city permit fees.
2. Will there be design added to the project to address the 2’-0” hot water return requirement under the IECC?
a. The County has elected to keep the design as shown on the bid set of drawings.
Under IECC Section 503.5, “New service hot water systems that are part of the alteration shall comply with Section C404. Alternations to existing systems can be made under the general requirements of Section C503.1. A fact critical to alterations is that the building be no more less conforming to the provisions of this code than the existing building or structure was prior to the alteration.
Portions of an existing service water heating system can be altered without bringing the entire system into compliance”.
3. Should we be using InPro for FRP wall paneling? Kemply does not seem like correct application?
a. Please note the line of FRP panels to be bid as the design intent is VARIETEX by Crane Composites. Refer to the specifications for thickness requirements and color selection options. Inpro Palladium panel system will be an acceptable product substitution.
4. Is there a selection on the walk off mat in the vestibule RM 1909?
a. Please note the walk-off wat to be specified as below, or approved equal.

ME200, the G.C. will be responsible to relocate and rewire any and all fire alarm devices impacted by demolition and implementation of new finishes. Connect new fire alarm devices as indicated on plans. Regarding the Fire Suppression, all heads are to remain in the current locations, however, per ME200 the G.C. will be responsible for all head replacement with new concealed heads and any rework associated with the new connection at the head replacement.
6. The plans call for a ceiling height of 9’-0” for the new acoustical tile in the restroom areas. Is this correct?
a. The intent for the new acoustical ceiling system is to match the existing height of
8’-0” in the men’s and women’s restrooms and 8’-7” in the corridor.
