About this file

This document is a Bid Inquiry document for Invitation for Bid (IFB) 23054, specifically for Group 40061 - Protective Outerwear (Firefighting, Emergency/Rescue, and Safety) issued by the New York State Office of General Services (OGS). The document contains a series of questions and answers related to the solicitation, addressing bidder inquiries about pricing, specifications, participation requirements, and submission guidelines for a statewide contract vehicle.

The solicitation is for an Indefinite Delivery and Indefinite Quantity (IDIQ) contract for protective outerwear, with bids accepted only from established manufacturers or authorized dealers/distributors who can supply a complete product line. Bidders must provide detailed product specifications, pricing information using a prescribed Excel format, and include the manufacturer's nationally published price list. The contract requires bidders to complete all sections of the pricing attachment, including manufacturer name, product line, discount, and guaranteed delivery. Specialty boots will only be considered if they have demonstrated protective value in firefighting, emergency/rescue, or safety environments. Pricing documentation must follow specific guidelines, including potential alternative methods for manufacturers without nationally published retail price lists.

Name) Question Answer

IFB Main Document Section 6 We are a certified WBE in NYS and wanted to know if we are eligible to participate directly on IFB 23054 or would we need to go through a NYS Preferred Source?

Bids will be accepted only from established manufacturers or their authorized dealers/distributors, who are able to supply the manufacturer's COMPLETE product line per sub-category, (Bids must not be limited to a single product, incomplete, partial or selected products), and who meet Section 2-Bidder Qualifications.

The NYS Preferred Source program is separate from this Solicitation and inquiries should be sent directly to the Preferred Source (Corcraft, NYSPSP, or NYSID).

IFB Main Document 6.3 Price Many manufacturers do not have nationally published retail price lists. If that is the case, what list price should be used?

1) Attestation from the manufacturer (on company letterhead) that the manufacturer doesn't have a nationally published price list.

The attestation should include how #2 (listed below) is published (e.g.

dealers/distributors, website).

2) Submission of alternative manufacturer's published price list (i.e., a suggested retail price list or suggested list price or commercial price list).
