About this file

This is Addendum One to Request for Proposal #2303 issued by Kenosha County, Wisconsin, Division of Parks, dated February 15, 2023, for the Kemper Center/Anderson Arts Center Utilization & Business Plan. The addendum corrects the tab sequence in Section 14.5 of the Instructions to Vendors and Response Requirements. The project requires consultants to develop a comprehensive utilization and business plan that includes a facility survey, stakeholder engagement through public surveys, analysis of underutilized spaces, and recommendations for campus optimization. The consultant is responsible for developing, distributing, and managing surveys to the general public and key stakeholders, with Kenosha County providing stakeholder contact lists and assisting with public notification through press releases, community outreach, and social media. No pre-proposal conference was held, and no vendors attended the pre-proposal meeting. The consultant must provide prioritized business recommendations based on importance, community impact, implementation costs, feasibility, and resources, along with cost-benefit analyses and return on investment predictions.

The project operates under a preliminary budget of $50,000, currently funded by the Kenosha County Division of Parks. General cost estimates for implementing specific recommendations are required, but detailed construction estimates are not expected as part of the project scope; major building or exterior grounds renovations would be addressed through separate future consultation agreements. The facility survey is to be simple in nature and does not require architectural or engineering expertise—rather, it should summarize current program areas and their utilization. Kenosha County will provide available building square footage data from insurance documents and historical reports, with the consultant responsible for verification. The survey does not need to meet statistical validation standards for the Kenosha County population but should engage as many community members as possible.

A. As part of the recommended solutions, it will be the expectation for the consultant to provide details and prioritization of business recommendations based on importance, community impact, budget/costs to implement, feasibilities, and resources. Also, a cost/benefit analysis based on target recommendations and return on investment predictions. The consultant is expected to give general cost estimates to implement specific recommendations as part of this scope of service. Detailed construction estimates are not expected to be part of this project proposal.

If major building or exterior grounds renovations are recommended as part of the report, Kenosha County would seek future consultation design services as a separate agreement.

Q7. Re page 6, item 1e. “survey to send to the general public and key stakeholders.” Will the county be responsible for distributing this survey through its normal distribution channels? Does the survey need to be statistically valid for the county population A. It will be the responsibility of the consultant to develop, distribute, and manage the survey. Kenosha County will provide a list of contacts to specific stakeholders to be included with the survey.

Kenosha County will also aid in notifying the public of the survey through local press releases, community outreach, and social media. The goal of the survey is to engage with as many people as possible but will not have to meet the standards of statistical validation for the population of Kenosha County.

Q8. Re page 5, item 1c, second sentence “survey of facilities and grounds, current useable space, and evaluation of underutilized areas that can be developed” Does survey require architectural or engineering survey? Or is it simply a summary of current program areas and their use?

A. This would be considered a simple survey. This study will not require an architectural or engineering survey.

Q9. Can the county provide building square footage with room breakdown by use?

A. Kenosha County will be able to provide some building square footage based on insurance documents and historical reports. It would be the responsibility of the consultant to verify these totals.
