The document pertains to Group 23000 covering miscellaneous office supplies on a statewide basis. Vendors responding to this solicitation must certify under penalty of perjury their current business operations status regarding Russia, including detailed descriptions if they are winding down operations or providing essential services. The Executive Order remains effective during federal sanctions, though vendors currently excluded due to Russian business operations are encouraged to respond to preserve future contracting opportunities should sanctions be lifted during the solicitation or contract period.
