J&A No. 0223-24-115-00 responded on 3 April 2024. Neither is able to provide an alkyd-oil binder system meeting the specifications of the Government. Market research indicates other companies� similar products, or products lacking the particular features, do not meet, or cannot be modified to meet, the agency�s needs.

7. Determination of Fair and Reasonable Costs.

The Contracting Officer has determined the anticipated cost to the Government of the supplies covered by this Justification will be fair and reasonable.

8. Actions to Remove Barriers to Competition.

For the reasons set forth in Paragraph 5, NSWCPD has no plans at this time to compete future contracts for the types of supplies covered by this document. If another potential source emerges, NSWCPD will assess whether competition for future requirements is feasible.
