About this file
This document is a sole source justification memorandum for maintenance and support services for post processors and virtual twin simulation kits used on CNC machines at the Naval Foundry and Propeller Center. The services include maintaining the accuracy of machine simulations, modifying the post processor to output optimized machine code, and updating the software to be compatible with the latest version of Siemens NX. The total estimated value is redacted. The period of performance is one year from date of award. The justification for restricting competition is that Empire Dynamics originally developed the custom post processors and simulation kits specifically for NFPC's complex machines. Having another contractor modify the source code could cause the software to malfunction or damage the critical CNC equipment, potentially impacting Navy manufacturing schedules and delivery of components. No alternative sources for maintaining the proprietary post processors and simulation kits were identified. The related federal contract opportunity is solicitation number N6449824Q5020 for one year of post processor and virtual twin maintenance issued by the Department of the Navy Naval Sea Systems Command.

SOLE SOURCE JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED
VALUE, AND DELIVERY REQUIREMENTS
The Naval Foundry and Propeller Center (NFPC) has acquired and installed a post processor with built in machine kinematic motion simulation kits for six (6) multi-axis CNC profiler machines. These kits were designed and acquired to support increased workload and truncated timelines for supporting the Columbia Class project. These simulation kits reduce the time on the machines needed for verification of tool path to be collision free, thus saving time in personal and monetary damages that could occur on the machine.
The scope of this contract requires the contractor maintain the accuracy of the simulation of the kits, as well as modifying the post processor to output the most accurate code for the CNC machines to operate. This would also include updating the post processor/sim kits to be compatible with the latest version of Siemens NX that NFPC has on site.
This requirement is sole sourced to Empire Dynamics. The total estimated amount is
The period of performance is date of award to one year after date of award.
2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE/BRAND NAME
BASED ON CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF
THE ACQUISITION
Empire Dynamics created the post processor/sim kits, specifically for the complex and custom CNC machines that NFPC utilizes on a daily basis. These kits have geometric configurations and source code for machine behavior that Empire Dynamics created.
Having another contractor perform this work would require modification to the source code for the sim/kits, which may cause them to cease function, or, malfunction in such a way that could cause irreparable damage to NFPC’s CNC equipment.
These CNC machines are NFPC’s manufacturing process. Any damage to these machines could cause significant impact to NFPCs manufacturing schedule. Without updates and modernization to the post processor/sim kits, machine shop manufacturing schedules and product delivery could be irreparably affected. Delivery delays of these vital components may cause critical harm to the US Navy Mission.
3. MARKET SURVEY
The OEM of the CNC machines conducted market research and Empire Dynamics was chosen as the post/sim kit developer. As a result, the Government did not identify any alternative option for creation, modification or updating to the provided post/sim kits. If any approved sources of the post/sim kit OEM (Empire Dynamics) becomes available, the Government may consider them in future requirements.
