About this file

This is a Performance Work Statement (PWS) for onsite repair services of Defense Automatic Test Equipment (IATE) Augmentation Equipment (DAAE) for AFLCMC/WNA Automated Test Systems Division at Robins AFB, GA. The contract requires the contractor to provide test, evaluation, and repair services for Digital (DIG) DAAE (NSN 4920-01-183-5261KV) and Radio Frequency (RF) DAAE (NSN 4920-01-183-5260KV) test stations to maintain them at Fully Mission Capable (FMC) status.

The services will be performed at Dyess AFB TX, Robins ANG GA, and Ellsworth AFB SD with a period of performance consisting of one 12-month base period and four 12-month ordering periods. Key requirements include performing engineering studies to resolve reliability/maintainability issues, analyzing failure trends, submitting quarterly reliability reports, and maintaining a counterfeit electronic parts detection system. The contractor must complete test, evaluation and minor repairs within 30 calendar days of scheduled dates. The work directly supports B-1B avionics and defensive systems maintenance by improving the availability of mission-essential Line Replaceable Units (LRUs) and enhancing the B-1B fleet's defensive capabilities against enemy detection or attack. The PWS also outlines requirements for quality control, safety protocols, security measures, and various reporting requirements including GIDEP alerts and mishap notifications.

1.0 Description of Services

1.1 Objective(s): This Performance Work Statement (PWS) outlines the tasks and duties the Contractor shall perform to provide onsite repair of the Digital (DIG) Defense ATE Augmentation Equipment (DAAE), NSN 4920-01-183-5261KV, and Radio Frequency (RF) DAAE, NSN 4920- 01-183-5260KV. The onsite repair services include test, evaluation, and repair of the DAAE test stations that shall result in a Fully Mission Capable (FMC) status of the DAAE stations located at Dyess AFB, TX, Robins ANG, GA, and Ellsworth AFB, SD.

1.2 Benefit to United States Air Force (USAF): This acquisition will benefit the USAF by providing an increased operational test capability at the back shop level. It will further result in a reduction of backorders of B-1B avionics and defensive systems Line Replaceable Units (LRUs).

The increased availability of mission essential LRUs will benefit the USAF by improving the B-1B fleet's ability to protect or defend themselves from enemy detection or attack.

1.3 Background: The DAAE was originally developed by AIL Systems prior to the early 1990s to support the organic maintenance and repair of LRUs from the Electronic Warfare (EW) system, B-1B AN/ALQ-161. Northrop Grumman and AIL Systems worked together to develop the electronic countermeasures system for the B-1B Bomber. The electronic counter measures are used to jam and confuse enemy defense systems, allowing the B-1B to avoid anti-aircraft missiles and other related defenses.
