About this file
This document is an addendum to a Request for Qualifications (RFQ) for a Task Order Program for Water & Sewer Infrastructure for the Augusta, Georgia Utilities Department. The addendum provides clarifications to the specifications, removing references to airport experience and the Augusta Aviation Commission. It also responds to vendor questions, confirming that the $400,000 upper range for task orders is not a limitation, and that project costs will be managed according to the Utilities Department's needs. The RFQ opening date is Tuesday, October 10, 2023 at 11:00 a.m. Respondents are instructed to acknowledge receipt of the addendum in their submittal.
The document indicates that task order contracts will range from $10,000 to $400,000, but the cost for each task order project will ultimately be managed based on the Utilities Department's requirements. No other details are provided regarding pricing terms, set asides, incumbents, funding sources, or other salient information.

Responses to Vendor's Questions:
1. Question: Page 13 of the Request for Qualifications indicates that task order contracts will range from $10,000 to $400,000. Can you verify that no task orders greater than $400,000 will be awarded under this program? If so, will projects that are valued over $400,000 be publicly bid regardless of task order qualifications?
Answer: The $400,000.00 upper range is based on previous task order project costs and is not a limitation. The range is provided as an indication to interested contractors of the likely project size and cost range anticipated for this program. The cost for each task order project will be managed according to the needs of the Utilities Department.
Please acknowledge addendum in your submittal

CONTRACTOR SELECTION
SECTION IX
SELECTION PROCESS
The general contractors will be selected as follows:
Augusta Utilities Department, in association with Procurement, will appoint a selection committee to review all acceptable minimally responsive proposals. The selection committee members shall review and score each SOQ individually based on the evaluation criteria stated above in Section 8.
The selection committee will then compile individual rankings for each SOQ to determine committee recommendations. The final recommendations will be determined based on the review of scores and the consensus of the committee. The overall results will be compiled into two separate lists of approved contractors. The qualified list will be for the AUGUSTA TASK ORDER PROGRAM and the FORT GORDON TASK ORDER PROGRAM. Contractors ARE NOT required to submit qualifications for both programs.
A recommendation will be presented to the Augusta Commission requesting approval of the qualified list of contractors for each TASK ORDER PROGRAM.
SELECTION PROCESS
The Procurement Department will examine your qualifications to ascertain that all required documents are included, properly executed and in the correct quantity. Failure to meet these criteria WILL result in your qualifications submittal being deemed non-compliant and thus ineligible for further consideration.
A Selection Committee will review all QUALIFICATIONS submitted in response to this solicitation. Based upon the background information reported in the response, the Committee will determine whether the proposer is qualified or unqualified.
Using the Statements of Qualifications and the selection criteria, the Committee will rank the firms based upon the quality and content included in their Statement of Qualifications as well as a demonstrated understanding of the project and Augusta's requirements. Depending upon the number of qualifications received, Augusta may request select firms to make presentations to the Selection Committee and field any questions they might have to clarify their qualifications and provide additional information.
Following the presentations, if deemed necessary, the Selection Committee will vote on the preferred vendor(s).
All contracts with the selected Firm(s) are subject to approval by the Augusta, Georgia Commission.
The evaluation and selection process will be conducted in accordance with the Procurement regulations as described elsewhere in this RFQ and AC 150/5100-14E.
Augusta, Georgia reserves the right to cancel or reject any or all RFQs, waive irregularities in any statement, accept or reject all or any part of any statement, waive any requirement of the qualifications, as may be deemed in the best interest of Augusta, Georgia.
Phase One Criteria (Identify short listed offerors only)
The Procurement Director, in consultation and upon the recommendation of the head of the using agency, shall select from among the offerors no less than three (3) offerors (the "short-listed offerors") deemed to be the most responsible and responsive; provided, however, that if three (3) or less offerors respond to the solicitation, this requirement will not apply. The selection of the short-listed offerors shall be made in order of preference.
