About this file
This document is an addendum for RFQ Item #23-241 Augusta Streetlighting/Outdoor Lighting Assessment and Upgrade Need, issued by the Augusta Engineering and Environmental Services Department. The addendum provides responses to vendor questions regarding business licenses, as-built drawings, financial reports, insurance requirements, voltage readings, bid submission deadlines, funding sources, and DBE program requirements. The City of Augusta owns approximately 6,000 streetlights and intends to sell the system to another entity after the audit is completed, with the selected vendor responsible for operating and maintaining the streetlights. The RFQ opening date is December 28, 2023, at 11:00 a.m.
The addendum clarifies that the City will not extend the bid submission deadline and that the Local Small Business Opportunity program does not apply to this project. The City also confirms that the vendor will not be required to reconcile audit data against existing billing records or GIS data, as the City will work directly with Georgia Power on the billing. The City is not interested in an alternative response structure where the vendor serves as a consultant/construction manager, as the City prefers to sell ownership of the existing system and have the vendor operate and maintain the streetlights.

ADDENDUM NO. 1
This Addendum shall form a part of the referenced RFQ Item #23-241 Augusta Streetlighting/Outdoor Lighting Assessment and Upgrade Need and any agreement entered in connection therewith equally as if bound into the original document. Responses to Vendor's Questions:
1. Question: For entities regulated by the Georgia Public Service Commission, what if any documents should be submitted based on O.C.G.A. § 48-13-16 (2013) as it relates to a business license?
Response: Just notate this in the submittal your company is regulated by Georgia Service Com.,ission therefore business licenses are waived for your entity.
2. Question: The City is requesting "final drawing as-builts showing circuit maps" and later identifies "cable routing" are these to be considered as one and the same; if not, can you provide more detail around these two items?
Response: Yes, they are one in the same. There is no need to do this work twice.
3. Question: Statement #7 "Financial Stability" requires the inclusion of the most recent audited financial report. Is the City looking for a single page report or roll-up cover sheet? Is the full report required?
Will including a web-link suffice? If the full report is required, and it is not possible to remain in compliance with the 50-page requirement, how should this be remedied?
Response: A webmlink or thumb drive will suffice.
4. Question: Will an Acord Certificate of Insurance Letter from our insurance company naming Augusta on the certificate along with our standard generic letter explaining our detailed coverage be sufficient proof of insurance to cover $1,000,000 or more?
Response: Yes.
5. Question: Section 111, Scope of Work #4 under Auditing states: "4. Current service points (whether metered or unmetered) and, where possible, service voltage (meter voltage or transformer voltage, etc.) that can be identified through visual inspection" Would voltage readings be required? This would require a bucket truck and electrician Response: Yes, the voltage is necessary to determine the number of streetlights on each run and whether or not to install/ remove service points.

6. Question: Given the unreliability of couriers and delivery services throughout the holiday season, would the City consider extending the current deadline for submissions of 12/28/23 by two weeks to make the revised due date 1/11/2024?
Response: No, the opening date is December 28, 2023 @ 11 :00 a.m.
7. Question: Please confirm the funding source for this project and whether or not DBE Program requirements will apply.
Response: The funding source for this project is local funding and DBE requirement are not applicable.
8. Question: Please indicate whether the Local Small Business Opportunity program will be a required element of this project and if so, which documentation is required to be submitted with bidders' statements of qualification Response: LSBOP is not applicable to this project.
9. Question: Section Ill - Scope of Services - Will the vendor be required to reconcile the audit data against any existing billing records or GIS data?
Response: No, AED will work with Georgia Power on the billing. The consultant will be required to submit the audit GIS data and AED will incorporate it into our own data.
10. Question Would the City entertain an alternative response to the proposed structure in which the Vendor serves as a consultant/construction manager, overseeing all aspects of the project, and guides the City through a process in which certain items, such as the engineering and construction work, are separately bid? This model is the industry standard and would benefit the City by utilizing one streetlighting expert to guide the entire project and bid out the commodity-driven services to eliminate compounding mark-ups, and ensure best pricing and value.
Response: No, we already handle this process. We want to sell ownership of our existing system and just pay an entity to operate and maintain the streetlights.
11. Question: The project scope mentions streetlight purchasing.
1. Which entity currently owns the ~6,000 streetlights within the City? The City? The City's utility company?
2. What does the City mean when it says that the Vendor must "purchase" the streetlight system? Is the current owner of the streetlights willing to sell them? If not, how does the City expect the purchase to take place? Who will own the lights after the purchase?
3. Why is the purchasing process not included in the scope of work? What role (if any) does the City anticipate the vendor will play with the purchase?
Response: These were already answered in the RFQ. Augusta owns approximately 6,000 streetlights. We pay the electric utility company for metered power. The intent is after the audit, Augusta will sell ownership to another entity and we will pay monthly fees for operations and maintenance. The purchase will be discussed after the audit is complete. It is premature to discuss specifics until everyone knows what the Augusta street light system is comprised of and what the immediate needs are. The important thing to remember in the RFQ is the Augusta Engineering Department's intent to move forward with the system purchase after the audit is completed and discussed.
