Date: 24 April 2024
1.0 INTRODUCTION
The Architect-Engineer (A-E) shall conduct field investigation and prepare a complete and usable Concept Design/35% Design with all relevant design contract documents for the Government. This Statement of Work (SOW) sets forth the requirements for a full and complete Concept Design delivery method for this effort at Vandenberg SFB, CA. The A-E is to provide the government with an engineering design for the renovation and conversion of Room 152 in Building 23225 at Vandenberg Tracking Station into a certified Sensitive Compartmented Information Facility (SCIF).
1.1 CURRENT SITUTATION
The project site is located at Vandenberg Tracking Station (VTS), Building 23225, in Room 152. This conference room has been surveyed and assessed as SCIF location. The 21st Space Operations Squadron (SOPS) conducts Satellite Control Network (SCN) operations, launch support as augmentation to the Western Range, manages Global Positioning System (GPS) ground infrastructure, provides SCN communications segment monitoring, delivers satellite communications in support of the SCN and a small group of other users, and is the lead for 24/7 SCN cyber vulnerability management scanning and risk mitigation. The VTS provides SCN remote tracking and Western Range launch infrastructure augmentation. 21 SOPS’ current facility has no secure space to meet transforming mission requirements.
Providing additional secure facility space will support 21 SOPS’ ability to support its missions.
2.0 SCOPE OF WORK
The A-E shall perform the services described in this document.
2.1 GENERAL DESCRIPTION OF PROJECT
The A-E shall investigate, research, and propose a solution to bring the below issues up to code compliance and to meet all base, state, federal, and user requirements and standards. This is not a description of construction, rather a statement of performance. The A-E shall develop a Concept Design that researches the current situation and provides a report with sufficient information to create a successful 35% Concept Design for a SCIF at the project location. A survey is included in the contract documents detailing corrective actions needed to convert space into SCIF that can be utilized. The A-E shall provide a minimum of three (3) potential alternatives plus/ in addition to explain the consequences of “Status Quo”. Alternatives shall be provided before the 30% concept design and the final chosen alterative shall be developed into the 35% design. All materials gathered and/or developed in the performance of these tasks listed shall be returned to and become property of the Air Force; and shall not be used and/or distributed by the A-E without specific written permission of the PM.
5.3 ENGINEERING REQUIREMENTS
All stamped drawings when applicable shall be reviewed and sealed by an architect or engineer that is registered in the appropriate discipline in the State of California.
5.4 DESIGN REQUIREMENTS
The A-E shall ensure the project conforms to all applicable Federal, State and local laws, regulations and base-specific standards and applicable Unified Facilities Criteria (UFC). Where there is a conflict between the referenced standards, the most stringent shall take precedence. All work accomplished by the A-E shall comply with these criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration. The A-E is responsible for all research, interviews, and investigation required for the project.
6.0 GOVERNMENT FURNISHED ITEMS
The following is a list of specific items of support that the Base CE will provide:
None specific to the project.
6.1 STAGING AREA
The A-E, in coordination with the end user and Base CE, will identify space on the jobsite or in a base A- E staging area where the A-E may deliver non-hazardous materials within the installation. Approval of the staging area is required from Base Planning as part of the AF Form 103.
6.2 EXISTING ENGINEERING PLANS AND RECORD DRAWINGS
The Base CE will provide the A-E access to any existing, available and allowable engineering plans, drawings, diagrams, aerial photographs, digitized map files, etc., to facilitate evaluation of the site(s), as needed or requested. The primary method of access is for the A-E to be allowed into the 30CES Design Vault for research on available documents. Access to the 30CES Design Vault will be granted to the A-E after award. The A-E must accomplish a non-disclosure agreement (NDA) for each person accessing the Vault; a previously filed NDA will not suffice. The A-E’s use of any existing plans, drawings, diagrams, etc. does not relieve the A-E from ensuring the design matches existing site conditions or complying with Vandenberg SFB CAD Standards.
6.3 BASE REQUIREMENTS
The Base CE will advise the A-E of the location and processes to obtain the following as needed:
6.3.1.1 Access to utilities (electrical, water, sewer, phone, etc.) This includes a supply (e.g., fire hydrant or stand pipe) of large quantities of potable water.
6.3.1.2 Security escorts for work in restricted areas.
6.3.1.3 A paved area where equipment can be cleaned.
6.3.1.4 A set of keys to locks as necessary.

8.5 ENERGY EFFICIENCY
Energy-efficient technology and equipment is required for all projects at Vandenberg SFB as mandated by the Energy Policy Act of 1992.
8.6 SUSTAINABLE FACILITY DEVELOPMENT
In an effort to comply with the affirmative procurement requirements of Section 6002 of RCRA and Executive Order 13101, the Government strongly promotes the use of recycled and recovered materials and products identified in the Environmental Protection Agency's Comprehensive Procurement Guidelines. These materials and products must meet the requirements of the Specifications, must not delay the progress of work, and must not be cost prohibitive. EPA guideline items are seen as the minimum that should be considered when evaluating recycled/reuse materials. Other materials and products not listed, but commonly used in industry outside of the Government should also be considered.
Material and product submittals for all recycled-content items should list the recycled and recovered materials used and the percentage content.
