ISO-9001-2008
3. REQUIREMENTS: The contractor shall furnish overhaul equipment, test equipment, parts, materials, facilities and labor necessary to perform the evaluation and overhaul of AN/SPS49 Elevation Drive Ball Screw assemblies in accordance with Raytheon Drawing Number 912071 and this SOW.
3.1. First Article
3.1.1 The contractor shall manufacture a quantity of 1 SPS-49 Elevation Drive Ball Screw assembly in accordance with drawing 912071. The Government will perform a visual dimensional verification and functional test with the assembly being installed into the AN/SPS-49 Pedestal test set to verify the assembly meets performance parameters for up to 8 hours. This testing will be performed upon delivery to the Government, at the Government facility. First Article testing may be waived if contract awardee has manufactured Elevation Drive Ball Screw assemblies within the last three (3) calendar years. The contractor is required to provide information to support a possible determination for waiver of first articles.
3.2. Evaluation
3.2.1 The contractor shall perform an evaluation of each AN/SPS49 Elevation Drive Ball Screw Assembly submitted by the Government for overhaul. The contractor shall determine the level of overhaul (Overhaul Level I, Overhaul Level II, Overhaul Level III, or Overhaul Level IV) required and document the findings in an evaluation report. The contractor shall evaluate Ball Screw Assemblies within fifteen calendar days after receipt of the Ball Screw Assemblies. If multiple Assemblies are received by the contractor at the same time, the contractor shall evaluate the first item within fifteen calendar days after receipt and evaluate one additional Assembly every five working days until all assemblies have been evaluated. The findings documented in the evaluation report shall be supplemented with photographs. The contractor shall submit the evaluation report to the Government for review. The contractor shall not perform repairs until the Government has reviewed the evaluation report, and specifically states which repairs are approved to be performed. The contractor shall perform the following during evaluations. (CDRL A001, Evaluation Report)
a. Disassemble the unit
b. Visually inspect the ball screw, nut, and threads, plating, tube seats, locknut threads, and seal diameter
c. Check the straightness and ball screw thread wear (over the pins)
d. Check the wear sleeve (Speedie sleeve) just above the nut threads for signs of wear or damage
3.2.1. If the contractor determines additional parts and/or processes beyond Overhaul Categories III and IV are required to return the item to full operating condition, the contractor shall document that the unit is beyond economical repair (BER) on the evaluation report. The contractor shall stop work on BER units. The Government Contracting Officer (KO) will provide disposition instructions for BER units. Disposition instructions may include the authorization to use parts (e.g., Ball Nuts) that are still in good condition in the overhaul of subsequent units submitted for overhaul. The contractor shall notify the Government when using salvaged parts. The contractor shall request final disposition instructions from the Contracting Officer after all usable parts have been consumed.

(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and Contracting Officer on the same date they submit the invoice in WAWF.
