FOR USE OF OTHER THAN FULL AND OPEN COMPETITON
JUSTIFICATION
1. Contracting Activity
The Naval Sea Systems Command, Naval Surface Warfare Center, Crane (NSWC, Crane), Contracting Division, Code 0231.
2. Description of the Action Being Approved
Award of a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for Electro-Optic/Infrared (EO/IR) Sensors, cable kits, installation kits, associated hardware on a sole source basis to contractor, FLIR Systems Inc. (referred herein as FSI), 25 Esquire Rd, North Billerica, MA 01862. These supplies are required to support the United States Coast Guard (USCG), United States Navy ships, United States Strategic Systems Program (SSP), Scoutmaster (SM), and other maritime platforms. This is a follow-on contract to N0016419DJQ67.
3. Description of Supplies/Services
The contemplated procurement is award of a modified commercial firm fixed price Indefinite Delivery Indefinite Quantity contract in the estimated amount of for various configurations of the FLIR Patrol Boat Electro-Optics Maritime Forward Looking Infrared (MARFLIR) II 280HD (PB-EOS)EO/IR and SeaFLIR 280HD (SF 280HD) sensors and variants, associated cables kits, installation kits, and spares. This contract action will provide for the production, test, and delivery of EO/IR sensor systems to continue current fielding plans in support of the USCG Polar Security Cutters (PSC), USCG Medium Endurance

USCG SIRVSS Systems are being replaced with the PB-EOS MARFLIR II 280HDs on the WMECs and SF 280HDs on the FRCs to maintain the same configuration on each ship class. The EO/IR systems need to be fully interchangeable between all ships in a ship class so that spare sensors can easily and quickly be cross decked. The SIRVSS replacement installations are beginning with Quantity in Q3 FY22 and will continue with Quantity per year through FY27. Utilizing the same EO/IR sensor for the ship class allows the USCG to maintain a common spares pool and reduces the operator training requirements. The cost of modifying the already installed PB-EOS MARFLIR 280HDs and the SF 280HDs would be substantial so it is important to maintain the same sensor configuration. The cost of modifying the ships already integrated with the PB-EOS MARFLIR II 280HD system would be substantial to accommodate any other EO/IR sensor.
SSP is responsible for the surface escort vessels at Bangor, WA and Kings Bay, GA. These vessels include Quantity 64 foot Special Purpose Craft-Screening Vessels with an installed Combatant Craft Forward Looking Infrared (CCFLIR) EO/IR system, Quantity four 87 foot Marine Protector Class Patrol Boats with an installed PB-EOS MARFLIR II 280HD EO/IR system, and Quantity four 250 foot Submarine and Special Warfare Support Vessels with no installed EO/IR system. The CCFLIR system on 64 foot Special Purpose Craft-Screening Vessels is at the end of life CCFLIR system and requires replacement. The 250 foot Submarine and Special Warfare Support Vessels have a new requirement that requires an EO/IR sensor to be installed. Replacing the CCFLIR with the PB-EOS MARFLIR II 280HD on the 64 foot Special Purpose Craft-Screening Vessels and installing the PB-EOS MARFLIR II 280HD on the 250 foot Submarine and Special Warfare Support allows the ships to maintain the same system configuration as the 87 foot Marine Protector Class Patrol Boats. Maintaining the same configuration allows for common spares pools and operator training. This will enable the program to keep one spares pool on-site at Bangor and one on-site at Kings Bay. The on-site spares pool of one common system will ensure that there is little to no downtime for these ships as they frequently have unexpected missions.
The Scoutmaster program currently owns and supports quantity
PB-EOS MARFLIR II 280HDs installed on a platform. The cost of modifying the platform with the integrated PB-EOS MARFLIR II 280HD system would be substantial to accommodate any other EO sensor.
Accommodating any other EO/IR sensor would put the platform at risk of missing EO/IR missions due to the time required to fully install and integrate an alternative EO/IR sensor.
The NSWC, Crane Electro-Optic Technology Division (EOTD) is internationally recognized as the Center of Excellence for Night Vision/Electro-Optics within the Department of the Navy. As such, EOTD representatives maintain a close working relationship with this industry throughout the world. They have conducted numerous informal market surveys, host industry sensor demonstration, and have performed analysis of alternatives and trade studies for multiple turreted EO/IR targeting systems for similar applications. The informal market research includes contacting knowledgeable individuals in the Government and industry, reviewing previous procurements and in-house contracts, review of catalogs and other product literature, internet searches and attendance at Industry Trade shows. This working relationship with industry provides a base of knowledge as extensive as would normally be obtained through a formal market survey, and facilitates continuous knowledge of the available technologies and manufacturing capabilities throughout the industry.
Based upon the aforementioned background and working relationship with industry and the results of the Request For Information (RFI) and synopsis, it is the technical representatives’ judgment that there is no known source other than FSI capable of performing the work required by this contract.
7. Determination of Fair and Reasonable Costs
The contracting office will use cost and price analysis to determine a fair and reasonable price. As certified cost and pricing data is not required for this commercial item, Defense Contract Audit Agency and Defense Contract Management Agency may be utilized to assist in analyzing any uncertified cost and pricing data provided.
8. Actions to Remove Barriers to Competition
As part of the Government's continual monitoring of the industry, the Government has invited and continues to invite companies, to demonstrate and discuss their products so that barriers to competition can potentially be overcome. The Government will continue to assess companies and their product capability as information is made available during the ordering period of the contract.
The cost and time/schedule delays required to qualify and integrate a new sensor system into the architecture of systems is prohibitive. The Government will periodically review capabilities and open architecture concepts to determine feasibility of competing sensor requirements through the life of the program. If a potential source emerges, NSWC Crane will promptly assess whether competition for future requirements is feasible and cost effective.
