About this file

This solicitation requests proposals for a dilution refrigerator system. The Air Force Research Laboratory seeks to procure a cryogen-free dilution refrigerator with a base temperature below 10 milli-Kelvin and cooling power of at least 1 milli-Watt at 100 milli-Kelvin. The required system must include all supporting equipment and have at least nine optical access ports, fiber optic lines, microwave coaxial cables, and wiring for experiments. Proposals are due by 3PM on July 8th, 2022 and the anticipated delivery date is within 10 weeks of award. Evaluation will consider price, technical capability, and past performance, with award intended for the lowest priced technically acceptable offer. The place of performance is Rome, New York and the solicitation incorporates various FAR and DFARS clauses.

STATEMENT OF REQUIREMENTS

1. Cryogen-free dilution refrigerator

2. Base temperature of mixing-chamber stage less than 10 milli-Kelvin

3. Cooling power of mixing chamber stage at least 1 milli-Watt at 100 milli-Kelvin

4. Quote must include all supporting equipment such as helium compressor unit(s), pulse-tube coolers for higher temperature stages, gas-handling system and associated oil-free pumps, liquid nitrogen cold trap, active vibration damping system covering the range 0.1Hz to at least 200 Hz, extra turbo pump for evacuation of experimental space

5. 9 Optical access ports at mK stage: 8 equally spaced around the circumference of the fridge (or the perimeter, if the fridge is not cylindrically spaced) for horizontal access; and 1 port on the bottom of the fridge allowing axial access. Fridge delivered with optical access ports blanked with blind ConFlat flanges.

6. At least 16 SMF28 optical fibers routed through hermetic connectors from room temperature to milli-Kelvin stage terminated with FC/APC connectors

7. At least 8 SM450 optical fibers routed through hermetic connectors from room temperature to milli-Kelvin stage terminated with FC/APC connectors

8. At least 8 SM650 optical fibers routed through hermetic connectors from room temperature to milli-Kelvin stage terminated with FC/APC connectors

9. At least 128 microwave coaxial lines from room temperature to the mixing chamber terminated with sma connectors (hermetic feedthroughs at room temperature); cryogenic attenuators included at the 4K, still, and mixing chamber. From 4K to the mixing chamber, all coaxial cables must be NbTi-NbTi – or provide comparable electrical and thermal performance to NbTi-NbTi. Infrared filters installed at mixing chamber on at least 64 of the lines

10. DC (low frequency) wiring must include

a) At least 12 thermocoaxial cables routed from room temperature to the mixing chamber, terminated with SMA connectors (hermetic feedthroughs at RT)

b) Wiring and ancillary components for installing and power low noise cryogenic amplifiers: Twisted pair wiring (12x 35 AWG copper) from RT to 4K terminated in 24 pin Fischer connector at RT and nano-D connector at 4K; mounting brackets and clamps for Low Noise Factory cryogenic amplifiers (amplifiers to be purchased separately)

c) 2 sets of 12 twisted pairs from RT to mixing chamber: from RT to 4K, 35 AWG copper;

from 4K to mixing chamber, CuNi-NbTi 35 AWG; terminated at RT with 24 pin Fischer connectors; terminated at 4K and mixing chamber with nano-D connectors

d) 12 twisted pair comprising the following: 3 pair of 35 AWG Cu (RT to 4K) and CuNi/NbTi (4k to mixing chamber); and 9 pairs of 35 AWG PhBr from RT to 4K.

Terminated at room temperature with 24 pin Fischer connector and at 4K and mixing chamber with micro-D connectors.

11. Experimental space below mixing chamber has a volume of at least 90 liters (for example,

0.5 m depth to mixing chamber shield, 0.5 m diameter mixing chamber)

12. Onsite installation and commissioning included (cost must be separate on quote from product)

13. Shipping and packaging included. All customs costs must be included in quote.

14. Customs: contractor is responsible to clear products through customs. The Government will not be involved in any customs processing.
