STATEMENT OF WORK
SPECIFICATION
NEW MODULAR WALL FOR LASER RANGE ENCLOSURE
BUILDING 1A
TOBYHANNA ARMY DEPOT
1. Background: This statement of work (SOW)/Specification is intended to establish the minimum requirements necessary for a modular wall system to be installed to create a partitioned floor area which will be developed into a laser test range by the government. The vendor shall furnish all materials for a complete finished modular system and include the installation within building 1A, Tobyhanna Army Depot, Tobyhanna, Pennsylvania.
a. Definition: TPOC is the Technical Point of Contact. This shall be the main point of contact with whom the Contractor communicates after the Contract is awarded by the Contracting Officer (KO).
b. TPOC: Anthony Shebelock, 570-615-9609, Anthony.p.shebelock.civ@army.mil.
2. General Requirements:
a. Overall: The Contractor shall supply all supervision, labor, equipment, material handling/movement equipment, other supplies and miscellaneous materials to execute all aspects of this SOW. New materials shall be furnished and installed by the Contractor including all miscellaneous supporting hardware unless specifically identified otherwise as Government Furnished Equipment (GFE). Installation of all equipment shall be in accordance with manufacturer’s instructions and recommendations. If the manufacturer requires a manufacture certified installer for the warranty to be valid, evidence of such certification shall be provided with the offeror’s proposal.
b. Location: This work will take place in Building 1A, CROWS shop. (See drawing attachment). The area scheduled to receive the installation is currently unoccupied by personnel but some miscellaneous GFE such as tables, tool boxes and benches exist within the space. These items have been prepositioned as NOT to interfere with the contractor’s installation but in the event any movement of GFE is required, contractor shall exercise extreme care not to damage GFE. Furthermore contractor shall NOT use GFE as contractor work tables, drawing tables or similar “make-shift” office administrative areas for contractor personnel. Upon completion all GFE and work area surfaces shall be returned to original condition including broom clean of area.
It is encouraged that any Contractor that is interested in submitting a proposal attend a site visit. A site vist can be scheduled through the KO prior to offer.
c. General Contract Execution Approach and Timeline: The project execution will have three major phases: the “Pre-Award Phase”, the “Installation Phase” and the “Closeout Phase”.
i. Pre-Award Phase: Prior to award, the contractor will have an opportunity to perform a site visit. Contractor shall obtain all relevant measurements and field data necessary to submit a complete proposal with a thorough understanding of all the materials needed to complete this effort. During this phase and to accompany the offer, the contractor shall prepare a drawing of the proposed modular system with critical “outside to outside” dimensions and product data to accompany the modular system proposed. This shall include modular wall to floor and modular wall to existing gypsum wall attachment methods, as well as interval and attachment concept for intermediate modular sections to structural steel (located above the existing suspended acoustical tile ceiling). Modular dimension sections and heights, materials of modular construction, colors and textures of proposed product. The offer shall also include door sizes and swing, locations and product data on all hardware.
Additionally the vendor drawings/product data shall identify any raceway or track that may be provided for future TYAD electrical installation. (Electrical installation is not anticipated but future understanding of how power could be run within the system is beneficial. Contractor shall submit with the offer any additional documentation necessary to demonstrate qualifications with requirements below.
ii. Evaluation: Selection will be based on lowest price technically acceptable offer. Contractor Product drawings and product data will be evaluated in comparison to specification requirements for complianceThe solicitation proposal shall include a firm total price which includes all material, freight, unloading, staging and the installation of new equipment.
iii. Installation Phase: Within five (5) working days after contract award, the contractor shall submit approval drawings or approval documents for the modular (panel wall) partition, and present those to the TPOC for review and approval signatures. Any adjustments to preliminary schedule must be identified and the ordering shall take place immediately after submittal approval. The new panel wall installation shall be completed by the Contractor from start to finish with no idle time gaps.
iv. Closeout Phase: Upon completion of the modular wall installation, coordinate with the TPOC for inspection and acceptance. Preliminary acceptance will be considered the point where the work is complete and the systems are available for the beneficial use of the Government without significant Contractor impedance of use. Final Acceptance will be upon 100% completion including acceptance of final payment application request through WAWF. Contractor Preliminary and Final Acceptance will be by the TPOC. Should the equipment and installation not meet the satisfactory approval of the TPOC, the Contractor shall correct problems within five (5) working days.

TOBYHANNA ARMY DEPOT ON‐SITE CONTRACTOR WORKFORCE AND VISITOR RESTRICTIONS
1. NON‐RESIDENT/NON‐IMMIGRANT ALIENS
a. All non‐resident/non‐immigrant aliens must have approval prior to being permitted access to Tobyhanna Army Depot (TYAD). Such approval must be obtained by requesting access through the following: apply at the alien‐ resident's embassy; proceed to the U.S. Embassy; proceed to the Department of the Army; proceed to Army Materiel Command; proceed to U.S. Communications‐Electronics Command; proceed to TYAD.
b. All non‐resident/non‐immigrant aliens granted access to TYAD are required to be escorted by Government personnel. One Government escort can accommodate a maximum of two non‐resident/non‐immigrant aliens.
c. Due to limited availability of Government personnel, contractors shall not be permitted to employ non‐ resident/non‐immigrant aliens as part of the contractor's on‐site workforce. Limited exceptions to this restriction may be considered on a case‐by‐case basis. Such exceptions shall only be considered where a specialized skill or trade is not otherwise available, and even under such circumstances would only be considered for very limited duration, e.g., a few hours/days. However, even if limited exception is considered, access may still be denied.
Contractors whose personnel are either denied entry to TYAD or permitted limited entry to TYAD due to the security requirements pertaining to non‐resident aliens/non‐immigrants are not relieved of their obligation to provide the required contract performance and must do so at no additional cost to the Government. Any contractor failing to perform or that fails to perform in a timely manner under such circumstances may be terminated for default or other contractual remedies as appropriate.
d. Due to limited availability of Government personnel, visitors requiring escort may not be permitted access, or access may be limited to a certain time and duration.
2. FOR THE PURPOSE OF FORMAL ESCORTED SITE VISITS
Resident aliens (immigrants) in possession of a valid Form I‐551, Alien Registration Receipt Card ("Green Card"), are not required to obtain approval as set forth in paragraph 1.a. above (but see paragraph 5, below). Such individuals must have proper identification in addition to a valid form I‐551 in their physical possession at all times while at TYAD. Individuals lacking proper identification and valid form I‐555 will be denied access to TYAD.
3. SECURITY SEARCHES, IN‐PROCESSING, AND SECURITY SCREENING
All persons seeking entrance to TYAD must submit to and comply with all security standards and requirements in force at the time such persons are seeking entry. All visitors and contractors, regardless of resident status or citizenship, will be subject to vehicle search and intense in‐processing by TYAD Security personnel prior to being granted access to TYAD. This security screening process may be time consuming and access may be delayed or denied.
Any Contractors who will be working on site, company representatives who will be visiting periodically, and any companies or contractors requesting or requiring TYAD badges for other business reasons must submit a completed TYAD form 648‐C to their contract or depot point of contact. The completed form must be submitted at least five (5) workdays in advance of on‐site performance for each employee intended for onsite performance or five (5) workdays in advance of visits or other business at the depot. Any contractor employee (s) already on site who have not been screened, will be subject to security screening. This requirement is inclusive of on‐site supervisory or managerial personnel and sub‐contractor personnel that the Contractor anticipates will be performing work or visiting on‐site. This security screening does not relieve the contractor of any responsibilities to conduct thorough pre‐employment background checks and drug screening. Contractor workers will not be granted access to the work site until security screening is completed and access is approved. Any contractor personnel on site who fail screening will not be permitted further access to TYAD.
4. SUBMISSION OF BIDS OR PROPOSALS

a) A copy of a verifiable form of identification, such as a driver's license or a passport; and
b) A copy of a valid Department of Justice Immigration and Naturalization Service Form I‐551, Alien Registration Receipt Card ("Green Card").

B. Within five (5) workdays of the submission of the roster, documentation, and TYAD form 648‐C, the Government will have completed the security check and the Contractor shall be notified whether all listed personnel will be permitted to work on‐site. However, actual access to Tobyhanna Army Depot by the roster personnel will remain contingent upon such resident alien (immigrant) individuals presenting two (2) forms of identification as they process into the Depot through the Security building: a valid Form I‐551, Alien Registration Receipt Card ("Green Card") in addition to at least one other verifiable form of identification
C. The roster that the Contractor submits is amendable. However, up to five (5) workdays will be required to perform a security check on any personnel added to the roster. The Contractor is urged to include contingency or "back‐up" personnel in the original roster in order to avoid delays due to roster amendment D. Contractors whose personnel are denied entry to TYAD due to the security requirements are not relieved of their obligation to provide the required contract performance and must do so at no additional cost to the Government.
Any contractor failing to perform or that fails to perform in a timely manner under such circumstances may be terminated for default or be subject to other contractual remedies as appropriate.
