Laboratory Analytical Services Scope of Work
The McAlester Army Ammunition Plant (MCAAP) must conduct semi-annual multi-media sampling and report results to the Oklahoma Department of Environmental Quality for the Open Burning Grounds, Old Demolition Area, New Demolition Area, and the New Landfill and Fuel Farm. The Open Burning/Demolition Areas are RCRA regulated and are used to treat bulk explosives, explosive-filled munitions, explosive-contaminated materials, and off-specification items. The New Landfill (Landfill) receives non-hazardous industrial solid waste generated on MCAAP. The Fuel Farm stores bulk fuel for use on MCAAP.
Primary Objective: The contractor will provide laboratory analytical services for the semi-annual Open Burn/Open Detonation (OB/OD) Areas, Landfill, and Fuel Farm sampling events. Laboratory analytical results will be submitted to the Oklahoma Department of Environmental Quality.
1.1. Sampling. MCAAP personnel shall complete low-flow method groundwater sampling at 30 existing monitoring wells (Monitoring wells MW-NDG-01 through MW-NDG-17 and MW-ODA-1 through MW-ODA-11).
Groundwater samples must be submitted for the analysis of Perchlorates (Open Burning Grounds only), Total Metals (Al, As, Sb, Ba, Cd, Cr, Cu, Pb, Hg, Se, Ag), energetics including explosive compounds, semi-volatile organic compounds (SVOCs) (Open Burning Grounds only), and Nitrate/Nitrite.

• 1 Field Duplicate sample – New Demolition Area
• 9 samples – Old Demolition Area, 4 additional monitoring wells do not historically produce enough sample

• Field Duplicate Samples: 10% of the total number of surface water samples collected will be duplicate samples.

Samples must be submitted for the analysis of Energetics including explosive compounds, Perchlorate (Open Burning Grounds, New Demolition Area and Reservoir #3 only), Total Metals (Al, As, Sb, Ba, Cd, Cr, Cu, Pb, Hg, Se, Ag –sediment), Ultra Metals (Al, As, Sb, Ba, Cd, Cr, Cu, Pb, Hg, Se, Ag – surface water), Nitrate/Nitrite (surface water), Hardness (surface water), and Total Organic Carbon (sediment).

1.3. MCAAP personnel shall complete semi-annual groundwater sampling at the New Active Landfill for 6 existing monitoring wells. Groundwater samples must be analyzed for chemical oxygen demand (COD), chlorides, sulfates, calcium, magnesium, nitrite/nitrate, sodium, carbonates, potassium, total 8 RCRA metals, energetics including explosive compounds, SVOCs, and volatile organic compounds (VOCs).

• Field Duplicate Samples: 10% of the total number of groundwater samples collected will be duplicate samples.

1.4. MCAAP personnel shall complete semi-annual groundwater sampling at the Fuel Farm for 8 existing monitoring wells. Samples must be analyzed by the contractor Total Petroleum Hydrocarbon (TPH)-gasoline range organics (GRO), TPH-diesel range organics (DRO), TPH-oil range organics (ORO), chemical oxygen demand (COD), SVOCs, and VOCs which include BTEX, 1,2-dichloroethane, and MTBE.
• 8 samples (low flow method) – Fuel Farm
• Field water quality sampling (i.e. pH, conductivity, temperature, dissolved oxygen, and oxidation reduction potential) and groundwater elevation data collection will be conducted by MCAAP personnel. Supplemental field analyses must also be conducted by MCAAP personnel to include chlorine, chloride, Iron2+, total iron, Manganese2+ , Nitrite, Ammonia, Ozone, Sulfide, Sulfate, and Total Alkalinity.

2. All OB/OD related analyses must be submitted for Third Party Data Validation. The Contractor is not required to provide Third Party Data Validation but will be required to cooperate with MCAAP’s Third Party Data Validation service provider and willingly submit procedures, SOP’s, or other requested information for evaluation.
3. Methods of Analysis. The Contractor may provide recommended methods for use in lieu of those listed in Tables 1 through 5. Recommended method reporting limits must be delineated for evaluation and approval by the Oklahoma Department of Environmental Quality prior to contract award.
4.0 Deliverables. The Contractor must provide laboratory information such as name, address, person of contact, any applicable accreditations (i.e. Oklahoma Department of Environmental Quality Laboratory Accreditation, NELAC Accreditation, etc.) and laboratory specific limits (Limits of Detection and Limits of Quantification/Reporting Limits) for comparison to Project Action Limit criteria listed in Tables 1 through 5. Laboratory specific limits will be evaluated for adequacy prior to contract award. If the contractor is not a DoD ELAP Accredited Lab, the contractor must provide evaluation criteria for laboratory control samples and matrix spike/matrix spike duplicates.
4.1. The expected laboratory processing time is the standard 21-day turnaround time.
4.2. The Contractor shall provide laboratory results via electronic copy (PDF format), and a hard copy if requested, for submission to the Oklahoma Department of Environmental Quality for each sampling site (OB/OD, Landfill, and Fuel Farm). Each sampling site must be designated as a separate project with analytical results compiled for each project site separately.
4.3. The contractor must provide a Level IV data report and a Microsoft Excel format Electronic Data Deliverable
(EDD).
4.4. Upon acceptance of work, copies of laboratory SOWs will be requested for our records.
4.5. Laboratory courier services are the preferred method of sample transportation. Samples may also be transported via FedEx if necessary.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Lowest Price, Responsible Offer Technical and past performance, when combined, are NONE. (Contracting Officer state, in accordance with FAR 15.304, the relative importance of all other evaluation factors, when combined, when compared to price.)
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer. Invoice2in1
(B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.

(v) For commercial item financing, submit a commercial item financing request.
(2) Fast Pay requests are only permitted when Federal Acquisition Regulation (FAR) 52.213-1 is included in the contract.
(3) Document routing. The Contractor shall use the information in the Routing Data Table below only to fill in applicable fields in WAWF when creating payment requests and receiving reports in the system.

At the McAlester Army Ammunition Plant truck shipments are accepted at Warehouse 8, Receiving Office, Monday through Thursday (except holidays) from 6:30 A.M. until 3:00 P.M. only. All shipments and deliveries must be at the main gate (truck gate) on or before 3:00 P.M. No shipments will be accepted after 3:00 P.M. unless prior arrangements have been made.
Receiving office will be closed and NOT accepting any deliveries on the following dates in 2022.

To gain entry to the installation for shipment/delivery, delivery drivers shall have a valid driver's license, residency status documentation (green card) if foreign national, and NO outstanding criminal history. Any other occupants of the delivery vehicle must also meet these requirements.
No shipments will be accepted on government holidays.
