1. SCOPE:
This statement of work provides the requirements for repairing the existing Utility and Generator Control System housed in the Main Switchboard. Existing electronic controls have failed and are not operating correctly. The design of the new automatic and manual control system needs to be verified and/or reprogrammed for the correct operation of the switchboard.
Project site is located at DET Djibouti, Africa. Existing switchgear drawings are available upon request. The Scope shall include all required design, drawings, and specifications; labor, equipment, tools and material for installation; testing; on-site training; and a cost estimate for work accomplishment. The existing commercial power source is adequate to support this project.
2. BACKGROUND:
Naval Facilities Engineering Service Center, Energy and Utilities Department to provide installation and engineering support for the installation of the utility and generator control system and final testing was completed. These control problems started within a year of the contractors final annual testing requirements and continue to have problems with the Gens & switchgear not responding when needed.
Currently, site personnel are having difficulty operating, maintaining, and troubleshooting the existing utility and generator control system is now out of service! The HMI screens are blank (No Display).
3. LOCATION:
The work shall be located at NCTAMS LANT (NCTL) DET – Djibouti building 315 at Camp Lemonier Djibouti, Republic of Djibouti.
4. PERIOD OF PERFORMANCE:
The contractor shall complete the work as soon as possible after notification to proceed. No work may begin without concurrence of the site Project Manager and/ or NCTL Site representative. Completion shall include full operation of the Utility and Generator Control System, final cleanup of job site, and completion of all work.
5. DRAWINGS:
Generator switchgear and one-line drawings are available upon request.
6. DESCRIPTION OF WORK:
All work will require close coordination with and approval of the site Project Manager and/or NCTL Site Representative. The contractor must be qualified to perform, operate, and modify electronic work on the Utility and Generator Control System to ensure that the building critical power grid is not to be jeopardized during work evolutions. The MSLC/DSLC are not sending start / stop signal correctly, Firmware for the components are out of date and will require the most current firmware from the OEM.
In addition to the above, complete the following:
A: Test breakers with secondary injection test set, megger, and contact resistance.
B: Replace secondary contacts on breakers with ones designed for low voltage dc (government furnished and are on site)
C: Input wires are improperly terminated, Remove from current location causing stress on the switchboard components. Remove from current location, reroute through additional cable through, and add ferrules to the wires and re-terminate.
D: Output wires are improperly terminated, Remove from current location causing stress on the switchboard components. Remove from current location, reroute through additional cable through, and add ferrules to the wires and re-terminate.
E: Relabel Input and output wires according to the schematic.
G: Procure updated software and programming cable from Woodward in order to properly adjust/troubleshoot/repair.
H: Firmware for the components are out of date and will require the most current firmware from the OEM to prevent further issues.
I: Inspect communications devices to verify they are all working as required.
J: Operate generator system and verify operation, tune if required.
K: Check displayed voltage and current levels to verify correct readings (may use fluke to compare to display).

The Government intends to utilize the Government Wide Past Performance Information Retrieval System (PPIRS) for past performance evaluations as a basis for anticipating successful/unsuccessful performance on this required effort. To be considered acceptable for past performance, a search of the PPIRS must reveal no negative past performance information for the recent and relevant records. In the event there are no recent and/or relevant PPIRS records, the quoter may submit information on recent and relevant subcontracts and/or commercial contracts. If no recent and relevant contracts are available in PPIRS or submitted by the offeror, the quoter’s past performance record shall be considered “unknown.” In the context of acceptable or unacceptable, “unknown” past performance shall be considered “acceptable.” To be considered recent, the effort must either still be in progress or have been completed within the previous three (3) years from date of this draft award notice. At the quoter’s discretion, additional past performance information may be submitted with the quote as a supplement to PPIRS. If furnished, this submission will be evaluated in accordance with the procedures described above.
The Government will evaluate quoted pricing for reasonableness utilizing techniques described in FAR 13.106-3.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror by the Government within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
