This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. This is not a solicitation. Offerors should not submit a quote until the solicitation is posted to www.SAM.gov.

The Department of Defense Educaton Activity (DoDEA) requires credentialing pre-tests and post-tests for each of the 15 CTE courses listed below. In additions to the testing requirement to test students for industry certification and/or college credit, teachers need at least read-only access to the tests to familiarize themselves with the content for instructional purposes and guidance. For additional information, please see the attached draft Performance Work Statement (PWS).

* Enrollment estimates were based on SY21-22 enrollments and rounded to the nearest 25. DoDEA encourages students to obtain industry certification so it is likely that the overall number of students requiring these pre- and posttests will increase.

The applicable North American Industry Classification System (NAICS) code is 611710, (Educational Support Services), and the applicable Product Service Code (PSC) is U009, Education/Training-General. Interested vendors must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting their quotes.

DoDEA intends to issue solicitation No. HE1254-22-Q-0015 in support of this requirement. This requirement will be procured using FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This requirement will be competed as 100% Small Business Set-Aside under Full and Open Competition. The anticipated award contract type is a Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The anticipated posting date of the solicitation is on or about 14 February 2022 and an award date on or about 02 May 2022.
