Question # Question Answer

I wanted to touch base on ahead of time is in pp. 68 - 69 of the main solicitation document. There's a point in there about "provisions (attachment 5)" with a list of several things that look like legal codes.

It's not clear what we're supposed to do there, since there's no attachment provided. Just want to make sure we're not missing anything.

Yes, Under FAR 52.212-1 Addendum 1.1 (i) Attachment 5: The Vendor will need to complete the list of all provisions listed and included in the solicitation.

These provisions require the vendor provided answers in SAM, then you will include them in the proposal submitted with Attachment 5

Are all browser platforms listed required to be supported in order for a bid to be considered? In particular, if all browser platforms except Internet Explorer 11 are supported, is this sufficient?

DoDEA currently only used Microsoft Edge and Google Chrome for Browsers. See PWS Technical Exhibit #1 for more information

Is a vendor proposal required to meet all or most applicable accessibility provisions to be considered? Will a vendor proposal that does not meet all functional performance criteria be considered? All Vendors providing a timely quote will be considered.

How often will audits by DoDEA of “the security and privacy of records” be required? Will there be any constraints around such audits (notification of audit, limitation of contractor time required to complete audit, limitation of number of audits per calendar year)? It varies based on the vendor's quoted IT solution.

Are these plans and reporting a requirement if a contract is awarded, if the vendor has not previously had contracts subject to these programs?

If so, what is the required timeline to put such plans in place? It varies based on the vendor's quoted IT solution.

What aspects of the product must be SCORM-compliant, and what is the required timeline to achieve SCORM compliance?

Digital modules must be SCORM compliance at time of quote.

Can further clarification on what it entails for video assets shall be differentiated from text objects in the web folder structure with no streaming video services required for proper video delivery” be provided? If a vendor has student educational videos directly in their web application streamed using AWS Cloudfront, would that be acceptable? Or does that requirement imply that streaming must not be necessary at all and videos must be provided in other ways (i.e. directly as files to DoDEA)?

All videos should be in compliance with our IT requirement listed in Technical Exhibit #1.

11 What does PA/PII training consist of, and what is the time and cost associated with it?

See PWS Section 3.6.3 PA/PII = DoD Privacy Act/Personally Identifiable Information (PA/PII) There is no cost associated. The training takes approx one hour.

What is considered personally identifiable information? In particular, is it allowable for an instructor to be required to use their email to access the online content?
