JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
1. Contracting Activity

2. Description of the Action Being Approved
Award of a Firm Fixed Price (FFP) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to MIL-SPEC Wire & Cable Co, 125 Ira Rd, Syosset, NY 11791 on a sole source basis for the procurement of cables for the power and control cable (PN: MS682119 Rev G.2.1) for the Specific Emitter Identification (SEI) (AN/SSX-1 SEI) sub-system of the AN/SLQ-32(V) 6 of the Surface Electronic Warfare Improvement Program (SEWIP).
3. Description of Supplies/Services
This procurement of the power and control cable (PN:
MS682119 Rev G.2.1) for the Specific Emitter Identification (SEI) (AN/SSX-1 SEI) sub-system of the AN/SLQ-32(V) 6 will be utilized on all the SSX-1 & SEI system variants. This cable is designed specifically to meet the power, connection and interface needs of the key components of the AN/SSX-1 SEI system both topside, exposed to the elements and EMI, and inboard environments.
This AN/SSX-1 & SEI system, including all cabling, requires production acceptance by NSWC Crane to ensure it meets required specifications. This particular cable manufactured by MIL-SPEC Wire & Cable Co., the OEM, has been used on all previously installed systems. In addition, the Planning Yard approved Ship Installation

Drawings (needed to install systems aboard ships) already specify/require this specific cable on all remaining system installations
The minimum amount to be procured is $33,288 with a maximum of $715,692 over the five-year period. These amounts are based on prior purchase history. Shipbuilding and Conversion – Navy (SCN) and Other Procurement - Navy (OPN) funding will be used for this effort.
The estimated dollar value (based on historical rates) for fiscal years FY22 through FY26 are identified below in Table 1:

4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c)(1) as implemented at FAR 6.302-1(a)(2)- Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority
MIL-SPEC Wire & Cable Co, in cooperation with the FFG Planning Yard and Specific Emitter Identification Program Office (SEIPO), developed this cable and holds a proprietary design on it. No other vendors were or have been approached to produce this cable due to the proprietary design rights.
The design, manufacture, and support provided by MIL-SPEC Wire & Cable Co for this cable represents a significant investment by the Government. Using Government expert knowledge and experience, it is estimated it would take minimum of two and half (2.5) years at an approximate cost of $513,049.75 to reverse engineer, develop a TDP, develop test plans, test stations, procure material& equipment, build prototype and perform factory and shipboard testing necessary to duplicate the performance and capabilities of the Cable.
Pursuant to DFARS PGI 215.403-3, the Contracting Officer will use other than certified cost or price analysis to determine a fair and reasonable price. Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA) assistance will be requested along with a MIL-SPEC Wire & Cable Co certificate of current cost or pricing data to support the fair and reasonable cost determination.
8. Actions to Remove Barriers to Competition
For the reasons set for in Paragraph 5, NSWC-CR has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NSWC-CR will assess competition for future requirements in feasible.
