About this file
This document is a Statement of Work (SOW) for a federal contract opportunity to provide new furniture for the first and second floors of LR-167/Building 3280 at NAVAIR's facility. The SOW details the specific furniture requirements, including systems furniture cubicles, reception workstations, "hot seat" workstations, enclosed private offices, and ancillary furniture items. The furniture must be compatible with the existing Kimball brand furniture and meet unique power and functionality requirements for a classified facility. The contractor will be responsible for design, ordering, delivery, and installation of the furniture. The related federal contract opportunity is a pre-solicitation for a brand name specific, firm-fixed price contract using simplified acquisition procedures. The government is seeking quotations from interested parties that can provide the required Kimball furniture products. Responses should include company information, and the determination to proceed with the brand name specific procurement will be at the government's discretion.

Statement of Work 7/1/2024 New Furniture Design, Delivery, and Installation to outfit LR-167/ Building 3280
General Description/SOW – NAVAIR’s PMA-271 has a requirement for furniture to outfit the first and second floors of LR-167 / Building 3280 (with elevator) to meet completed LR delivery schedule date December 2024. This furniture has unique requirements for power, and functionality within a classified facility. NAVAIR’s continuity of design shall be maintained throughout, and this furniture shall be compatible and match existing finishes to maintain a cohesive aesthetic appearance and match the established kit of parts implemented (Kimball Brand) to ensure interoperability with previously procured components (to facilitate reconfiguration of the spaces for future use) and to maintain a common aesthetic throughout. The contractor is responsible for some design, ordering, delivering, and installing the furniture product as mentioned below as well as to provide a complete bill of materials and quotation for order placement. The Contractor shall install all components and verify performance, functionality, and condition. The contractor shall be responsible for the removal of any new furniture packaging and trash associated with installation. The contractor shall be diligent to not damage new facility, flooring, walls, doors, or ceilings. A field verification of 100% design AutoCAD drawing will be delivered at the completion of installation and become the property of the Government. All work will need to be completed by United States Persons (No Foreign Nationals).
Listing of Furniture Products Requested:
· Systems Furniture Cubicles Cubicle workstations are constructed with a “frame-and-tile” furniture panel system (Kimball “Narrate” Systems) with electric height-adjustable tables (Kimball Xsede Height-Adjust) and freestanding storage (Kimball Footprint).
Structural panel frames will be enclosed with primarily fabric-covered fire-rated tackable tiles below framed frosted glass tiles. Panel frames against walls or panels that serve as the common spines that deliver power and data to each station will not include glass at the top. (Acoustical Ratings for Fire Rated tiles: NRC =.75 and STC = 12. Almost all 6’x8’ cubicles have an overall panel height of 68”. The panel runs with glass are constructed using nominal 54”h frames with a single 12”h stacking frame that spans the 54” frames in that run. This allows a single glass tile that spans the length of the panel run to provide an improved aesthetic. Each 6’x8’ workstation also includes one elevation with either a 2’h x 3’w or 2’h x 48’w magnetic dry-erase marker tile facing into the users’ chair space. As required, a single open tile will be provided in the bottom position to allow access to each wall-mounted base power entry (basefeed) connecting building power to the furniture.
The panel system must provide a data cable pathway from the ceiling plenum down through the furniture vendor provided data/power poles. Data cables will be routed by the Navy through each pole to the lay-in raceway under the top trim of the panel system and then routed horizontally to each workstation. Cabling will then be routed down vertically through the interior of the panel frame to the base of the panel to be terminated. The base raceway will have an open port, without a power block behind it, to accept a Navy-provided multi-port furniture bezel or device of their choice. Panels along the spine and the first panel off the spine will be powered. The electrical system will be an 8-wire, 4-circuit modular electrical system with three duplex receptacles provided at each workstation, located only in the base of the panels. Generally, each power entry will service four workstations. Specific counts of power entries per floor are estimated below.
Unless stated otherwise, panel trim and base wire way covers are painted metal. Fabric tiles are to be quoted in price grade 2 or B fabrics to allow an adequate range for selection by the Navy. Work surface tops are high-pressure laminate. Glass tiles are to be “frosted” tempered glass.
Each 6x8 workstation will include a 70” x 70” electric height-adjustable 3-leg table, one metal mobile cushion-top box/file (BF) storage pedestal, one metal freestanding 24” x 24” x 54”h combination wardrobe/storage tower with file/file drawers and a side-facing open bookcase and one freestanding LED Task Light. The height-adjustable table will adjust from 26” to 42-1/4” and will include: one non-programmable control switch; one above-surface clamp-mounted duplex-outlet power accessory (without USB ports); one under surface-mounted, adjustable, and swiveling CPU holder; two 14” cable management baskets; five cable gripper wire managers; one under-surface mounted six-outlet power strip; and one vertical leg-way cable manager. The height adjustable tabletop includes three grommets for vertical cord passage. The tables top includes a curved front edge in the corner for user comfort. Table size is reduced intentionally by 2” to relieve pinch points with panels. This approach leaves a 1” gap between all sides of the height adjustable table and the panels.
· Reception Workstations Main Lobby Entrance and Administrative/Reception workstations are to be constructed using a furniture system that offers wood veneer panels on the outside and fabric on the inside of the panels. The systems shall have horizontal and vertical wood trim and offer a pass-thru option to access power and data installed in the architectural walls. The system shall also provide a transaction counter solution that mounts on the outside face of the panel instead of on top of the panel. A transaction counter mounted on top of the panel would prevent the occupant from having an electric height-adjust worksurface below. Further, mounting the counter on the outside face of the panel allows one counter to be set at ADA height and the other to be mounted at a comfortable stand-up height.
Reception/Admin workstations will also include a 48” x 96” electric height-adjustable 3-leg table with radiused approach in corner, one laminate mobile cushion-top box/file (BF) storage pedestal and one laminate freestanding 24” x 24” x 42”h combination wardrobe/storage tower with file/file drawers below a hinged door cubby, and one freestanding LED Task Light. The height-adjustable table will adjust from 26” to 42-1/4” and will include: one non-programmable control switch; one above-surface clamp-mounted duplex-outlet power accessory (without USB ports); one under surface-mounted, adjustable, and swiveling CPU holder; two 14” cable management baskets; four cable gripper wire managers; one under-surface mounted six-outlet power strip; and one vertical leg-way cable manager. The height adjustable tabletop includes three grommets for vertical cord passage. The tables top includes a curved front edge in the corner for user comfort. Table size is reduced intentionally by 2” on each side to relieve pinch points with panels. This approach leaves a 1” gap between all sides of the height adjustable table and the panels.
· “Hot Seat” workstations Hot Seat workstations are constructed of the same (Kimball “Narrate”) systems furniture line as the 6x8 cubicles with a (Kimball “Xsede Height-Adjust”) rectangular electric height-adjustable table and (Kimball “Footprint” freestanding storage, and one freestanding LED Task Light. Like the 6x8 cubicles, the Hot Seat workstations will be wrapped with structural panel frames that will be enclosed with primarily fabric-covered fire-rated tackable tiles below framed frosted glass tiles. Panel frames against walls or panels that serve as the common spines that deliver power and data to each station will not include glass at the top. All 6’x8’ Hot Seat workstations have an overall panel height of 68”. The panel runs with glass are constructed using nominal 54”h frames with a single 12”h stacking frame that spans the 54” frames in that run. This allows a single glass tile that spans the length of the panel run to provide an improved aesthetic. The table adjusts from 26” to 42-1/2”. Each table includes: two grommets for vertical cord passage; one above-surface clamp-mounted duplex-outlet power accessory (without USB ports); one 14” cable management basket; three cable gripper style wire managers; one under-surface mounted six-outlet power strip; and one under surface-mounted, adjustable, and one freestanding LED Task Light and swiveling CPU holder. Chairs are included in the Ancillary Furniture Listing.
· Enclosed Private Offices Private offices include two L-shaped electric height-adjustable “desks”, one Cushion/Box/File mobile storage pedestal, one mobile 36” diameter table with locking casters, one freestanding 53”h x 36”w Arc-front freestanding laminate bookcase and one freestanding LED Task Light. Chairs are included in the Ancillary Furniture Listing. Offices are planned as both “executive” and “junior grade” as detailed below.
· Executive Office – The L-shaped electric height adjustable “desks” are high-pressure laminate “breakfront” style with main desk sized at 30"D x 72"W. This laminate “desk” includes a metal shroud that is attached to the underside of the main desk surface and this raises and lowers with the top, completely hiding the knee-space and any cords and accessories mounted to the underside. The modesty panel on breakfront models is inset 5". The attached height-adjustable return has an open back for wall access and the whole L-desk is adjusted with one switch through a range of 28-29⁄32" – 45" from the floor to the top of the desk surface. Each desk includes: one non-programmable control switch; one above-surface clamp-mounted duplex-outlet power accessory (without USB ports); one 14” cable management basket; five gripper style wire managers; one freestanding LED Task Light and one under-surface mounted six-outlet power strip. The height adjustable tabletop includes three grommets (left and right on the main desk and centered in the return) for vertical cord passage. The surface material for the desk, bookcase, table and mobile pedestal in the executive office is a High-Pressure Laminate that will be specified in a woodgrain laminate. The task seating here is upgraded and is included in the Ancillary Furniture Listing.
· Junior Office – The L-shaped “tables” in the shared junior/non-executive offices are comprised of a 3-leg height-adjustable table base with high-pressure laminate worksurfaces that form a 70” x 70” “L” with a radiused corner. The table adjusts from 26” to 42-1/4” from the floor using a non-programmable switch and includes three grommets (left/center/right). Tables oriented into a corner do not require a modesty panel, but tables that have one side away from the wall shall include a 10” tall full-width laminate modesty panel. Each table also includes: one above-surface clamp-mounted duplex-outlet power accessory (without USB ports); two 14” cable management baskets; five gripper style wire managers; one under-surface mounted six-outlet power strip; one sliding/swiveling suspended CPU holder; one freestanding LED Task Light and one legway vertical cable manager. The surface material in the junior grade offices is laminate for the desktop and bookcase and tabletop, but the mobile Cushion/Box/File will be Metal. Chairs are included in the Ancillary Furniture Listing.
