VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Last Updated: 02/01/22 Page 1 of 1
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C255-24-AP-3917
1. Contracting Activity: Department of Veterans Affairs, VISN 15, 589A7 Medical Center
2237# for this is 589-24-4-7507-0059.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Construction services are required to repair and emergency situation of an active Natural Gas line leak behind the main building of the RJDVAMC. Due to proximity of the leak to building 1 Kansas Gas service has stated that unless a contractor is on site today, 9/17/2024, by end of the day they will have no choice but to red tag our system and take the RJDVAMC off of their gas service until the repairs are made. Additonaly there is a hazard to the surrounding buildings of Naturla Gas leaching through the soil into the buildings and causing a potential fire and explosive hazard in confined spaces if gas were to buildi up in them. IGCE for all work functions to include demolition of concrete, excavations and repairs is currently estimated at $50,000.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The main driver for one source is due to the emergency nature of the issue.
We must have contractors on site today to start this work. The vendor we have chosen has completed work here recently along the same lines with our Boiler Plant construction project. They can do the work, are local, and are already on site on the other projects construction.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was not conducted due to the emergency nature of this issue. Mechanicla System Incorporated though has completed work at the RJDVAMC as a contractor in the past and has the capabilities to perform the needed work to repair an under ground Natural Gas line.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3. See the S19 Open Market (FAR13) Award Documentation Form with Abstract to document price reasonableness.
