Responses to FY2020 FFPr Merit-Based NOFO Questions
Questions received July 28 – Aug 3, 2020
1. Q: Given that this mechanism is focused on providing cost extensions to existing projects, is it allowable for project staff to bill their time to their respective projects in preparing a response to this NOFO?
A: No, as this is a competitive process, project staff may not bill their time to their respective projects in preparing a response to this NOFO. Per 2 CFR section 200.460, “Proposal costs of the current accounting period of both successful and unsuccessful bids and proposals normally should be treated as indirect (F&A) costs…”
2. Q: Are projects that have already submitted a final evaluation to USDA eligible to apply for this opportunity, assuming they meet all other eligibility criteria? If these projects are eligible, will additional reporting deliverables be required beyond what is included in the current award?
A: Yes, projects that have already submitted a final evaluation are eligible to apply for this opportunity but “should anticipate and detail how additional funds will impact the evaluation plan, including the final evaluation and any scheduled impact evaluations.”
Applicants who have submitted a final evaluation will need to detail how targets will be extended and/or add additional targets as necessary.
3. Q: Should the submitted budget narrative reflect the value of the entire modified award or just the additional costs requested under this NOFO?
A: The budget narrative submitted as part of the Limited-competition NOFO must reflect the value of the entire award, including the additional funds requested
