About this file
This document is a Sole Source Justification Form for the District's procurement of manufacturer-provided maintenance services for its SUNA V2 Submersible Ultraviolet Nitrate Analyzer units from Sea-Bird Electronics, Inc. The District owns several of these nitrate sensors deployed for continuous nitrate monitoring and requires annual maintenance, which is anticipated to exceed $5,000 per year. Sea-Bird Electronics is the sole manufacturer of the SUNA V2 units, and the District requires consistency of data and reports as well as the avoidance of additional research costs if another vendor was used. The District intends to use Sea-Bird Electronics' services for an unspecified duration at an unspecified cost.
The document indicates that the procurement does not involve a Governing Board designated program and that Sea-Bird Electronics has previously provided these services to the District. No other unique advantages of using this vendor are discussed, and no additional information is provided regarding pricing terms, set asides, incumbents, funding requirements or sources, or other salient details.

SOLE SOURCE JUSTIFICATION FORM
Sole Source actions are exempt from competitive procurement procedures (Chapter 287.057(3)(c), F.S. ) A “sole source procurement” is defined in the Procurement Manual as “there is only one manufacturer and/or vendor that meets the requirement of the solicitation for a particular commodity”.
Directions: Before initiating a memorandum for the approval of a vendor as a sole source, the Project Manager must conduct marketplace research and provide answers to the questions below. Upon completion, form will be forwarded for review and approval to Deputy Executive Director and Executive Director.
If the action requires only the Executive Director’s approval ($50,000 or less) this completed form will serve as the justification memorandum and approval.
