Solicitation 222164 Questions and Answers

Q1. The solicitation on FBO appears to require a sample for all items but the spec document asks for samples only if quoting an equivalent. Do we need samples of all items?

For items which have a manufacturer and model number, only provide samples if quoting an equivalent. For all other items where a manufacturer and model number are not listed samples must be provided.

Q2. Some of the referenced item models are no longer available or have incorrect model numbers when compared to descriptions, how should I quote? Also, what if an equivalent contains a material that is as specified such as Gore-Tex?

Whether or not a brand name/model listed in the solicitation is available, we list salient characteristics along with the brand name/model to outline our needs. If Gore-Tex is a requirement then the equivalent being offered should have material that equals characteristics of Gore-Tex.

Q3. The Buy American Act is making it very difficult to find items that meet the spec of an off shore brand product that are mentioned in the RFQ.

The Buy American Act does not exclude non-domestic offers. Where non-domestic offers are concerned the Act requires an evaluation preference factor to be applied to the price as described in Section III. EVALUATION FACTORS. We only exclude items from prohibited sources, such as Sudan, Cuba, Iran, North Korea, and Burma. Other entities and individuals subject to economic sanctions are listed on the Office of Foreign Assets Control (OFAC) website.

Q4. Are there specific forms that are to be filled out with the information you are requesting or do I just send you an e-mail outlining our proposal?

Read the Section II. FORMAT AND SUBMISSION OF PROPOSAL and follow those instructions exactly.

Q5. Line item 9-11, 13, 14, 16, 17: Is a sample needed? If yes, does the sample need the logo on it? Yes, a sample with logo needs to be submitted.

Q6. Regarding the commando sweater--- Is it a 2X2 rib construction? Yes How much does it weigh? Approximately 14-15 ounces You list a forearm patch-- is that separate from an elbow patch? It is one patch which extends from the elbow through the forearm Do the badge and name tabs have eyelets or embroidered holes? Both are acceptable What kind of patch goes on the sleeve? The patch is a circular (approx. 4”) cloth patch Do we just sew around the perimeter? Patch is sewn on around the perimeter

Q7. Is a sticker for the bag with a size acceptable? Yes Q8. Does the sample submitted for the shirts requiring embroidery work need the patch pre done on the shirts for sample submission or is just a sample of the shirt itself ok?

Submit samples with embroidery and imprint Q9. Can I submit a quote for only some of the line items? Yes
