103 Can the USG provide a copy of the One Hunderd Fifty Nine

(159) Pieces of software referenced attached that are called out in the TDP for Software as located in the OSHKOSH

SOFTWARE REPOSITORY, JPO-JLTV SOFTWARE REPOSITORY,

DEPARTMENT OF DEFENSE PATCH REPOSITORY, JLTV

SOFTWARE REPOSITORY, UNMANNED AIRCRAFT SYSTEMS

PROJECT OFFICE, WINDCHILL or sometimes unlisted locations?

These files have not been found in the TDP and CSP. See attached file list.

The Government provided responses to all 159 pieces of software referenced by the offeror and released all available software via update TDP & CSP via hard drive on 22 May 2022

110 Per Section L.4.2.2.6.3, any “major non-hardware subcontractors (those with a total labor cost expected to be greater than 50% of Systems Technical Support (STS) or Total Package Fielding (TPF) CLINs) provide pricing information from the subcontractor equivalent to that required in Section L.4.2.2.5 of the prime offeror.” Should the subcontractors provide pricing information for STS and TPF equivalent to that in Section L.4.2.2.6 and not Section L.4.2.2.5?

If the current language in the RFP is correct and the intent is to direct the subcontractor to provide a top-level spreadsheet equivalent to that required in Section L.4.2.2.5, was the intent to have the subcontractor provide the top-level spreadsheet for Option Year 1 only or was the intent to provide it for Order Year 1 only? Currently the requirements in Section L.4.2.2.5 require the subcontractor to provide the top-level spreadsheet for Option Year 1 only.

The intent of L.4.2.2.6.3 is for the subcontractor to provide pricing information for STS and TPF CLINs equivalent to L.4.2.2.6 for all contract years.

The intent of L.4.2.2.5 is for the offeror to provide a top level spreadsheet for FFP CLINS in Order Year 1, not Option Year 1.

The Government will update Section L and include the change in the next release.

111 Section C.4.8.1 states that "all maintenance performed during TPF is the responsibility of the contractor and shall not be charged to the Government." Is it the Government's intent that the contractor includes all corrective and preventive maintenance efforts regardless of cause? Specifically, how should offerors account for costs associated with transportation damage, scheduled maintenance, etc. that are directly allocable with performance of cost reimbursable TPF Work Directives?

C.4.8.3.1 incorrecrtly references Section E.40; this should reference Section E.37. Please refer to Section E.37. The Government will amend the solicitation to correct this reference.

118 In response to Question ID #464, the Government updated Annex K to align the kit nomenclatures cited in Attachment 0170; however, discrepancies remain between these documents and what is cited in the JLTV FoV TDP and CSP’s Kit List drawing, 12602482_G. This causes ambiguity regarding Attachment 0170, MBIK pricing. Will the Government please clarify the following:

Paragraph 3.2.1 of Annex K states that the BIK “are unique for each Service and Mission Package Configuration (e.g., UTL USA BIK, CCWC USMC BIK) and include a Modular Baseline Integration Kit (MBIK) version for the GP and HGC.”

Attachment 0170 does not have a pricing requirement for a GP or HGC BIK, but does have a pricing requirement for MBIK

MEE#1.

Conversely, the JLTV FoV TDP and CSP’s Kit List does not cite an MBIK MEE#1 but does cite a BIK part number.

Does the Government expect the offeror to price the service applicable BIK (57K9093) shown in the JLTV FoV TDP and CSP’s Kit List for the MEE#1 pricing requirement in Attachment 0170, or only provide pricing for the MEE#1 cabinet 12614377 for this pricing requirement?

(CUI) Yes, the Government requires pricing for the MBIK and BIK. The Government will provide an updated Attachment 0170 which will reflect updated associated quantities.

122 Will the Government please identify the specific kit, by TDP drawing number, that is expected to be priced for this requirement?

Additionally, below is a list of kits which have Attachment 0170 pricing requirements that do not have corresponding kit drawings in the provided TDP and CSP. Will the Government please identify the specific kit, by TDP drawing number that is expected to be priced for these requirements?

Run Flat Kit, Installed Engine Arctic Kit Gen 2, both Installed & Packaged Low Velocity Air Drop (LVAD) Mounts & Rails Kit, Installed AN/VRC-92 - SINCGARS 2ND for HGC, CCWC & UTL, both Installed & Packaged JBC-P Software, both Installed & Packaged Improved Turret Drive System (ITDS), both Installed & Packaged Battery Powered Motorized Traversing Unit (BMPTU), both Installed & Packaged SECM Light Shelter, both Installed & Packaged SECM Heavy Shelter, both Installed & Packaged S-832 Shelter, both Installed & Packaged S-842 Shelter, both Installed & Packaged S-788 Shelter, both Installed & Packaged

(CUI) Please refer to the Kit Naming Nomenclature Crosswalk in Annex K which maps to the 12602472 kit list drawing.

123 After reviewing the HTML BoM provided by customer in the CAD deliverable, we’ve identified the latest 12614094 680 DASH COMPONENTS INSTALL is captured on the ELECTRONIC ARCH INSTL section of the BoM. Still remaining in the BoM is the old 12602311 680 DASH COMPONENTS INSTALL which is located under the CAB INSTALLATION. This is true throughout all A2 variants.

To summarize the latest changes to the DASH COMPONENTS INSTALL was not released under the CAB INSTALLATION as it previously was, therefore they have two of them in the BoM and in all A2 variants. The drawings reflect this as well.

Assume the newer DASH COMPONENTS INSTALL 12614094 is the correct one to use! Is this the correct assumption?

(CUI) DASH COMPONENTS INSTALL 12614094 is correct. The Government is currently processing an ECP to correct this issue.
