About this file

This Addendum No. 1 document, issued by the Michigan Department of Technology, Management and Budget (DTMB) State Facilities Administration in conjunction with the Department of Natural Resources (DNR), provides clarifications and modifications to the bidding documents for the Grawn Field Office Pole Building Improvement Project located at 3730 E. Mill Road, Grawn, Michigan. The project scope includes improvements to an existing pole barn structure, incorporating a concrete interior slab and exterior aprons, removal of the existing barn door with installation of a new overhead rolling door, structural and wall modifications, installation of new electrical services with lighting and power distribution, and miscellaneous site improvements. A mandatory pre-bid conference was held on May 27, 2026, at 10:00 a.m., with bid submissions required electronically through the SIGMA VSS website by June 10, 2026, at 2:00 p.m. Eastern Time. The project has a substantial completion deadline of November 1, 2026, with liquidated damages assessed at $500.00 per calendar day for delays. Bidders are required to be available for virtual post-bid interviews scheduled between June 11 and June 16, 2026.

The addendum revises the bid schedule to include a Utility Service-Cherryland Electric allowance of $2,500.00, which all bidders must incorporate into their Base Bid amount; this allowance covers utility provider fees for service upgrades but excludes costs for new electrical work beyond the utility provider's scope. Clarifications address owner responsibility for pre-construction site preparation, center-mounted electric door operators, and electrical service requirements based on fault current calculations performed by Cherryland Electric Cooperative, reducing the Power Systems Studies specification scope to arc flash and shock risk assessments with corresponding warning labels. A performance bond and payment bond are required for all bids exceeding $50,000.00, along with a five percent bid guarantee. A ten percent preference will be awarded to Qualified Disabled Veteran-owned companies meeting Public Act 22 of 2010 requirements. Prevailing wage rates are required, at least fifty percent of working employees must be Michigan residents, and a contractor superintendent with on-site authority must maintain presence whenever work is occurring.
