SOLE SOURCE JUSTIFICATION

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND

DELIVERY REQUIREMENTS

The machining process requires a set of eight (8) work piece holding jaw inserts to properly clamp the work piece to the table of a Pietro Carnaghi Vertical Turret Lathe (VTL), Serial # 47750 machine. This set of eight will be utilized when the original set that arrived with the machine are sent out for the required annual nondestructive-testing (NDT). Each set will be intermittently tested and exchanged on a yearly basis to ensure the safety of NFPC personnel.

The scope of work comprises of the Original Equipment Manufacturer, Pietro Carnaghi, to procure and deliver one set of eight (8) holding jaw inserts.

The total estimated cost is $140,033. 60, the Government intends to procure this requirement through Pietro Carnaghi (CAGE: 7SC82).

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON

CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE

ACQUISITION

These Jaws are designed to work in tandem with our Pietro Carnaghi Turret Lathes. They are proprietary parts precisely matched to the milling tables of the same manufacturer. Outsourcing these parts would be a custom made clamp without nondestructive-testing qualification. Custom parts will require a much longer lead time as well as a more costly manufacturing process over the Sole Source OEM. The addition of these clamps will give the Naval Foundry & Propeller Center (NFPC) reduce machine downtime while the current clamps are being tested, therefore the addition of these claps will keep NFPC production schedules moving and help lessen machine lead time.

The Naval Foundry & Propeller Center requests a sole source contract to be awarded to Pietro Carnaghi, for the purchase of eight (8) work piece holding jaw inserts to properly clamp the work piece to the table of a Pietro Carnaghi Vertical Turret Lathe (VTL), Serial # 47750 machine. These clamps (jaws) are specifically made for this machine, and work in tandem with the milling machine.

3. MARKET SURVEY

The Government will continue to research the market to see if a 3rd party vendor can provide quality parts that meet the same standards as the Pietro Carnaghi equipment. If another source provides adequate evidence that they can provide the same quality jaw/clamp as the OEM, then they shall be considered for any future procurements.
