About this file

This document is an addendum to a Request for Proposals (RFP) issued by the Florida Department of Economic Opportunity (DEO) for Investment Management Services. The RFP solicits proposals from qualified investment managers to provide investment management services for deploying Florida's portion of the State Small Business Credit Initiative (SSBCI) funding under the Equity Capital Program (ECP). The selected respondent will be responsible for making direct investments in emerging Florida companies, particularly those operating in technology sectors strategic to Florida. The addendum amends the original RFP by revising the Calendar of Events, the Technical Proposal requirements, the Scope of Work, and the Cost Proposal and Evaluation Criteria attachments. Key changes include an extension of the proposal due date to September 15, 2022 and updates to the investment criteria, contractor responsibilities, and evaluation factors.

The amended RFP provides detailed requirements for the proposed investment management services, including the need to comply with SSBCI program guidelines, establish relationships with economic development organizations, provide reporting and oversight of portfolio companies, and prioritize investments in businesses owned by socially and economically disadvantaged individuals and very small businesses. The Cost Proposal requires respondents to provide a fee structure based on assumed asset levels and performance targets. The Evaluation Criteria outline the scoring methodology, with the lowest responsive cost proposal receiving the maximum 100 points.
