STATEMENT OF WORK
ARCHITECT-ENGINEER (A-E) CONSTRUCTION PHASE SERVICES
INDEFINITE DELIVERY CONTRACTS (IDCs)
SOLICITATION NO. W912BV-22-R-0024
IN SUPPORT OF
TULSA DISTRICT (SWT)
MILITARY AND CIVIL WORKS
1.0 GENERAL. This Statement of Work will supplement “Block 6” of the Standard Form (SF) 252 upon award and sets forth the general requirements for performance of various services required under the IDCs. The above subject IDCs will primarily support work in USACE-SWT but is available to provide support for requirements within USACE- Southwestern Division (SWD) with Contracting Officer approval.
1.1 The A-E shall perform all work required in each individual Task Order. Each Task Order may include all or part of the following Construction Phase Services:
1.1.1 Furnish all services, materials, supplies, plant, labor, equipment, and travel as required to provide supervision, inspection, and technical assistance on Military, Civil, and Environmental Construction Contracts in the Tulsa District. The A-E personnel shall have experience in building construction and renovation, heavy civil construction including dam construction and modifications, airfield pavements, roads, and environmental restoration construction.
1.1.2 Provide personnel with experience in foundations preparation, underground utility installation, concrete foundation and flatwork, masonry, steelwork, carpentry, weatherproofing, roofing, doors, windows, HVAC systems, electrical systems, plumbing, fire protection, lightning protection, interior and exterior finishes, historical preservation, civil construction, and major industrial construction and renovation. Personnel shall be present on site as defined by Task Orders to evaluate construction quality, provide technical and consulting support, and review and evaluate construction progress.
1.1.3 Findings, observations, noted deficiencies, and other information as required by the Resident/Area Engineer will be documented in the Resident Management System
(RMS).
1.1.4 The A-E shall identify a single point of contact for coordination and communication during the performance period as stated in each Task Order.
1.1.5 The A-E shall check all shop drawings, materials, fixtures, equipment, samples, plant materials, and color schedules submitted by the construction contractor in accordance with the contract documents and shall recommend for approval or rejection such items in accordance with the determination of their conformity to the contract documents.
1.1.6 Review Value Engineering Contractor Proposals and contractor requests for information, including clarifications to the contract documents.
2.0 ARCHITECT-ENGINEER SERVICES. The A-E shall perform all work required in each individual Task Order. Each Task Order may include all or part of the following requirements:
2.1 Surveying, including topographic (both traditional methods and GPS), boundary, and construction staking.
2.2 On-site construction evaluations, including daily observations to document the general construction methods implemented by construction contractors. The A-E firm shall document any deviations from the approved plans and specifications and make recommendations for improvements to the processes being implemented by the contractors. The A-E firm will be required to verify that all materials incorporated into the finished construction comply with construction documents. The A-E firm shall review job site safety and when necessary, make recommendations for improvements to the overall safety program. Recommendations shall be made to the onsite government contract administration team, including the Project Engineer and / or Resident Engineer. The A- E firm shall also review and evaluate current construction for compliance with all applicable building codes.
2.3 Submittal Review, including complete reviews of all construction submittals to ensure compliance with approved plans and specifications. The A-E firm shall input all review comments into RMS for adjudication and action by the contract administration team.
2.4 Scope Definition, including detailed analysis of required changes to ensure that the modification scopes of work are both necessary and accurate for the changed work.
2.5 Schedule Evaluation, including review of preliminary, and initial schedules for compliance with the specifications. The A-E shall also assist with the review of monthly schedule updates.
2.6 Project Initiation and Development, including performance of site visits and field investigations, scope definition and refinement, quantity evaluations, constructability evaluations, and development of Government estimates.
2.7 Provide assessment / evaluation of the construction contractor’s implementation of the quality control program to include the three (3) – phase inspection process.
3.0 COORDINATION AND PROSECUTION OF WORK.
3.1 During prosecution of work under each A-E Task Order, the A-E firm shall keep in close liaison with the Project Engineer/Technical Manager, who will coordinate the work with the “Using Service” and other agencies. All requests made by the “Using Service” and other agencies shall be referred to the Project Engineer for action by the Contracting Officer.
3.2 The A-E firm shall make, at its own expense, all engineering, special studies, and consultant services and laboratory work required to accomplish work specified under each Task Order, except otherwise specifically provided in the Task Orders.
3.3 The time required by the government to review submissions made by the A-E firm under this contract will vary with the workload in the Tulsa District.
4.0 SPECIAL CONDITIONS.
4.1 Performance of Work. The A-E firm shall furnish sufficient technical, supervisory, and administrative personnel at all times to ensure prosecution of work in accordance with the delivery schedule set forth in each Task Order.
4.2 Project Coordinator or Manager. The A-E firm shall appoint a project coordinator or manager to serve as single point of contact and liaison between the A-E and the Contracting Officer or his representative for all work required under the contract as required by the individual Task Orders.
4.3 Quality Control. Professional level skills and management practices are required in the performance of this contract. Accordingly, the A-E shall establish an effective quality control program to assure that the end-product meets professional standards and complies with the contract requirements and requirements of any task order.
4.4 Meetings and Conferences.
4.4.1 Meetings. Meetings shall be held whenever requested by the Contracting
Officer or the A-E for discussion of questions and problems relating to the work required under the contract or any task order.
4.4.2 Conferences. The A-E or his appropriate representative(s) will be required to attend and participate in all conferences as required by the Task Orders and as directed by the Contracting Officer.
4.5 Confirmation Notices. The A-E shall provide a record of all conferences, meetings, discussions, verbal directions, telephone conversations, etc., participated in by the A-E firm or designated representatives on matters relative to the project and work as required by the individual Task Orders.
4.6 Progress Reports and Payment Requests. Progress Reports and Payment
Requests shall be submitted to the government as required by the individual Task Orders.
