SCOPE OF WORK FOR

CG ANNEX BLDG – 30T AIR HANDLER REPAIRS

General Work Statement – The CG Annex building 30 ton air handling unit (AHU) shall be repaired by installing a non-OEM condensate pan and a non-OEM chassis cradle. Additional component installations will be detailed in the following text. Items labeled as Government Furnished Items (GFI) shall be provided by the Coast Guard (CG). The Contractor is to provide all supervision, trades, engineering, and tools/equipment when performing this project. Equipment images related to this project can be viewed from enclosures Exhibits 01 & 02.

The following items are describing the work being requested by this project. The contractor shall identify in the course of this project all items not performing or functioning by design and/or by the manufacturer’s intended purpose. Any unforeseen issues or concerns shall be brought to the attention of the Contracting Officer Technical Representative (COTR). Any corrective action or repair outside this Scope of Work (SOW) effecting the project’s proposed cost shall be brought to the attention of the COTR before executing the corrective action or repair of it.

The contractor is to perform HVAC services IAW all applicable EPA regulations, trade standards, and State/Local Building Codes. The contractor shall provide gas recovery, brazing, and recharge services as needed.

1) Install fabricated equipment cradle.

a. GFI - Equipment cradle shall be provided by the CG

b. Contractor is to provide and install equipment support/isolation springs (04 each) onto the cradle that are applicable to the current AHU’s height and weight.

c. Existing AHU will have to be raised/supported is some method/form to provide the placement of the new cradle underneath it.

2) Install fabricated condensate pan.

a. GFI – Condensate pan shall be provided by the CG.

b. Contractor shall remove and then replace existing evaporator coil upon the new pan installation.

c. Contractor shall provide a trapped condensate drain of copper piping and copper fittings sized accordingly as required by MFG and current floor drain layout.

3) Install new solenoid valve body and solenoid ahead of TXV.

a. GFI – Solenoid valve body and solenoid shall be provided by the CG.

4) Install new TXV.

a. GFI – TXV shall be provided by the CG.

5) Install new Hot-Gas By-Pass valve (HGBV) and solenoid assembly at compressor.

a. GFI – HGBV, solenoid valve body, and coil shall be provided by the CG.

6) Install new pipe insulation.

a. New pipe insulation shall be installed in those areas that have been disturbed/effected by any component installation and to match existing pipe insulation wall thickness.

b. Do not re-use the old pipe insulation.

c. New pipe insulation shall be glued and installed as per MFG instructions.

7) Replace liquid line driers (LLD) cores.

a. Remove and replace LLD’s cores as required per system.

b. GFI – Two drier cores shall be provided by the CG.

8) Hot-Work Requirements – All brazing shall be performed as follows.

a. Hot-Work (flame producing procedure) – A hot-work authorization shall be granted by the COTR in advance of all hot-work procedures.

b. Fire Suppression Devices – Fire suppression shall be present at all times in the course of this project i.e. fire extinguishers, charged potable water hose

c. Nitrogen Purging – All hot-work shall have nitrogen flowing through the copper line-set when brazing is being performed at that fitting or component.

9) Pre-System Start-Up – All tests shall be witnessed by COTR being present at commencement and completion of each test.

a. Pressure Test – System’s line set shall be pushed up with nitrogen to 150 PSI overnight to confirm system tightness.

b. Vacuum Test – Upon passing system pressure test, the system shall be put under a vacuum.

i. Initially pull the system down to 500 microns and hold.

ii. Perform Decay Test – System shall not rise above 1000 microns within 40 minutes after coming down to 500 microns, i.e. 10 minutes initially, with 1 minute per ton equals 40 minutes.

10) System Start-up – R22 gas previously recovered shall be re-used. Any additional R22 shall be provided by the CG

a. Charge system with R22 IAW MFG charging graph.

b. TXV – Adjust superheat of component if required.

c. HGBV – Adjust valve opening setting IAW MFG.

11) GFI provided Items – Responsibilities

a. Contractor is responsible for the safe guarding of all GFI provided to them in the course of this project.

b. Contractor is responsible for the replacement of GFI provided materials that are damaged, lost, or installed incorrectly by them.

c. Coast Guard has best identified those GFI materials for this project. The contractor shall confirm the correct application of those parts being provided prior to commencement of the project to minimize any potential delays or cost adjustments. See detailed list, Exhibit 03.

12) References and Publications - Except where a specific date or edition number is listed, reference to a publication or standard in this specification shall mean the edition in effect on the date of the Solicitation

13) Project Performance Time

a. The total project time shall be no more than 05 calendar days from the Notice to

Proceed.

i. Project shall commence on a Monday.

ii. Ideally the project is forecasted to end by Friday or a sooner day of the same week.

b. Base work hours are 0700 to 1500, Monday thru Friday.

c. Contractor may work outside these work hours with prior approval from the Contracting Officer’s Technical Representative (COTR).

d. Location – The project address is: U.S. Coast Guard Air Station Clearwater 15100 Rescue Way Clearwater, FL 33762.

14) Inspection Prior To Bid - Prospective bidders are encouraged to visit the site. The items listed above are what is presently known.

a. Contractor is responsible for verifying all elements of this project required to complete the task.

b. Contractor shall verify GFI items for correct specifications to ensure compatibility.

15) Coordination

a. The Contractor shall coordinate with the COTR to minimize interference with Coast Guard operations or personnel.

b. Personnel shall not stray from the immediate area of work nor direct avenues of ingress and egress unless authorized in advance by the COTR.

16) Cleanup - The Contractor shall keep the work area, including storage areas, free from accumulations of waste materials on a daily basis.

17) Security

a. Working Personnel List – The Contractor shall provide the COTR with a list of names of all personnel who will be working on the site. The Contractor may submit a revised list at any time during the project. Only personnel on the approved listing will be allowed on the site.

b. Personnel Identification – All personnel shall carry proper identification (ID) when on site. Proper ID is defined as either the individual’s driver license, or a company-issued ID. The ID must be laminated and show facial picture of the individual. Individuals without proper ID will be escorted off the Coast Guard premises.

18) Final Review & Acceptance

a. The contractor’s maintenance supervisor or lead technician shall be made available to inspect the project’s completion; explain all questions and/or concerns pertaining to the results of this project.

b. The contractor shall correct all applicable defects/deficiencies resulting from an improper or poor installation procedure when requested by the COTR within 03 days of notification.

c. Authorization for payment of services to the contractor shall be made upon the COTR’s notification of satisfactory performance of the services requested in this document.
